Position Overview
This Tendering & Pre-Tender Estimation Engineer role reviews RFQs, tender documents, drawings, and BOQs at the pre-tender stage, carrying out detailed assessments, scope reviews, and bid evaluations. You will prepare detailed cost estimates and quotations for infrastructure and road works, develop competitive pricing for materials, labor, and equipment, prepare commercial and technical tender submissions, conduct quantity take-offs and productivity analyses, and coordinate with procurement, operations, and engineering teams to ensure accurate pricing before submission.

Key Responsibilities
Pre-Tender Review & Assessment
- Review RFQs, tender documents, drawings, specifications, BOQs, and contract requirements
- Carry out detailed pre-tender assessments, scope reviews, and bid evaluations
Cost Estimation & Pricing
- Prepare detailed cost estimates and quotations for infrastructure, road, piling, and diversion works
- Develop competitive pricing for materials, labor, equipment, subcontractors, and overheads
- Prepare rate build-ups for infrastructure, road marking, traffic sign, and footpath activities
Tender Submission & Documentation
- Prepare commercial and technical tender submissions, RFQ responses, and pre-tender proposals
- Conduct quantity take-offs and productivity analyses for road marking and infrastructure works
- Obtain, compare, and evaluate supplier and subcontractor quotations
Cross-Functional Coordination
- Coordinate with procurement, operations, production, engineering, and project teams
- Support business development teams with pricing for client enquiries and urgent tender requests
- Manage multiple pre-tender studies, RFQs, and tenders simultaneously under strict deadlines
Risk & Database Management
- Identify commercial risks, exclusions, assumptions, and value-engineering opportunities
- Maintain updated databases for material costs, labor rates, and productivity benchmarks
Qualifications & Requirements
Background & Experience
- Civil Engineer with experience in infrastructure and road construction works
- Direct experience in tendering, pre-tender estimation, and quotation pricing
Preferred Project Experience
- Infrastructure works, road construction, piling, diversion, earthworks, and drainage/utility works
- Asphalt and road pavement works, thermoplastic and cold plastic road marking, crack sealing
- Road stud supply/installation (including Hoffman machine operations), traffic signs, and safety products
- Footpaths, bus shelters, road accessories, delineators, bollards, and guardrails
- Highway maintenance contracts and framework/call-off agreements
Essential Skills
- Strong understanding of UAE market rates, productivity norms, and authority specifications
- Commercially minded with strong analytical, negotiation, and bid preparation skills
- Ability to work efficiently in a fast-paced environment with multiple simultaneous tenders
