Position Overview
The QHSE Officer is responsible for implementing, monitoring, and continuously improving Quality, Health, Safety, and Environmental management systems within facility management operations across Dubai and the Northern Emirates. Working across multiple project sites, this role ensures full compliance with local UAE legal requirements, company policies, and internationally recognized industry standards. Beyond compliance, the QHSE Officer plays a central leadership role in building and maintaining a strong safety-first culture at every level of the organization — from field operatives to senior management teams.

Roles & Responsibilities
Health & Safety Management
- Conduct regular site inspections and comprehensive risk assessments across all facility management sites
- Ensure full compliance with local UAE HSE regulations and company health and safety policies at all times
- Identify hazards and unsafe conditions, implementing timely and effective corrective actions
- Monitor permit-to-work systems and enforce safe work procedures across project sites
- Investigate incidents, accidents, and near misses — prepare detailed reports and recommend preventive measures
- Ensure proper use and availability of PPE and all required safety equipment across sites
Quality Management
- Support implementation and ongoing maintenance of ISO standards — particularly ISO 9001 Quality Management Systems
- Monitor service quality across facility management operations, ensuring adherence to SLAs and KPIs
- Conduct internal audits and detailed site inspections, reporting findings to management
- Assist in developing, reviewing, and continuously improving operational procedures and quality frameworks
Environmental Management
- Ensure full compliance with UAE environmental regulations and best-practice sustainability standards
- Monitor waste management processes, energy consumption, and overall environmental impact across sites
- Develop and promote environmental awareness programs among all facility management staff
Training, Awareness & Safety Culture
- Conduct comprehensive HSE inductions and regular training sessions for all employees across sites
- Organize toolbox talks, safety campaigns, and awareness initiatives to reinforce a proactive safety culture
- Promote a positive, proactive safety mindset across all levels of the organization — from site workers to management
Documentation & QHSE Reporting
- Maintain comprehensive HSE records, compliance reports, and all required documentation
- Prepare monthly QHSE performance reports and statistical analysis for management review
- Ensure all certifications, compliance documents, and regulatory submissions remain current and up to date
Emergency Preparedness & Response
- Develop, implement, and regularly review emergency response plans across all project sites
- Conduct fire drills, evacuation exercises, and emergency scenario testing at regular intervals
- Coordinate with emergency services, civil defense authorities, and relevant stakeholders when required
Desired Candidate Profile
Educational & Certification Requirements
- Bachelor’s degree in Engineering, Environmental Science, Occupational Health and Safety, or a closely related field
- NEBOSH certification — mandatory or strongly preferred for this role
- IOSH certification — an additional professional advantage
- UAE Driving License — absolutely mandatory due to multi-site travel requirements
Experience & Technical Skills
- Minimum 3–5 years of hands-on QHSE experience within facility management or a closely related industry in the UAE or GCC region
- Strong working knowledge of UAE local HSE regulations and international standards including ISO 9001, ISO 14001, and ISO 45001
- Demonstrated ability to conduct risk assessments, internal audits, and incident investigations to a professional standard
- Excellent documentation, report writing, and communication skills across all levels of the organization
