Position Overview
This Dry Utilities Engineer role at Mott MacDonald in Dubai sits within the Land Development team and covers the full scope of dry utilities design across multiple UAE master-planning and infrastructure projects. You will prepare utility designs and calculations, develop electrical load schedules, design HV/MV/LV networks and single line diagrams, design street lighting systems using DiaLux, design telecoms infrastructure, coordinate authority approvals with DEWA, TAQA, RTA, DM, and related bodies, use ETAP and AutoCAD for design delivery, and mentor junior engineers — all within an integrated, multidisciplinary project delivery environment.

Key Responsibilities
Electrical Load Calculations & HV/MV/LV Network Design
- Prepare utility designs and calculations in line with relevant authority standards and project requirements
- Develop electrical load calculations and schedules including load schedules, LV schedules, voltage drop, cable de-rating, and related design documentation
- Design HV/MV/LV networks including single line diagrams and infrastructure layouts using ETAP and AutoCAD
- Develop load estimates for infrastructure plots and key assets such as pump stations and lifting stations
Street Lighting & Telecom Infrastructure Design
- Design street lighting networks including tunnels and underpasses, producing layouts, single line diagrams, voltage drop calculations, and lux studies using DiaLux
- Design telecoms infrastructure networks and incorporate GSM coverage requirements including layouts and coverage drawings
- Apply relevant local guidance including ROW and corridor considerations (UCDM), utility plot requirements (UPDM), and open space/security network guidelines (ADMCC)
- Maintain a research-led approach tracking smart city applications, district cooling interfaces, renewable energy integration, and data centre requirements
Authority Approvals & Project Coordination
- Coordinate project submissions, deliverables, reviews, and approvals against contract and authority requirements
- Apply sound knowledge of local authority standards including DEWA, TAQA Distribution, TAQA Transmission, DoE/ADWEA, Etisalat, DU, RSB, ADM, RTA, DM, and ADMCC
- Identify and advise on any deviations from authority requirements before they become project issues
- Liaise with developers, clients, and stakeholders to provide progress updates and support timely decision-making
Technical Reporting & Design Deliverables
- Produce clear technical reports, design deliverables, and presentation material to support project submissions and approvals
- Provide regular updates and inputs to project and design managers including progress reporting and technical reviews
- Support cost and quantity estimation for dry utilities services and advise on value and optimisation opportunities
- Coordinate with other disciplines and Mott MacDonald teams to ensure integrated design delivery across infrastructure packages
Mentoring, Innovation & Business Development
- Mentor and support junior engineers, contributing to capability building and quality of deliverables
- Support business development activity as requested, including input to marketing material and pursuit opportunities
- Demonstrate willingness to broaden knowledge across wider infrastructure schemes and multidisciplinary interfaces
- Contribute to digital delivery and use relevant design tools including AutoCAD and ETAP as required
Qualifications & Requirements
Educational Requirements
- Minimum Bachelor’s degree in Electrical Engineering or a relevant discipline (REQUIRED)
- Progressing towards Professional Registration (CEng or similar) with membership in a recognised professional institution
- Working towards or holding a professional qualification is preferred — ICE, CIWEM, IET, or ME
Experience Requirements
- Relevant experience in infrastructure master planning in the UAE (REQUIRED)
- KSA and wider GCC regional experience is a strong advantage
- Experience with relevant design software including ETAP and DiaLux
- Exposure to international best practices and standards in electrical infrastructure and utilities design
- Ability to manage design coordination and authority approval processes with UAE project teams, clients, and stakeholders
Essential Skills
- Sound knowledge of local UAE authority standards — DMT, RTA, TAQA, DoE/ADWEA, Etisalat, DU, RSB, ADM, DEWA, DM, ADMCC
- Strong communication skills in English — written and verbal — with the ability to engage stakeholders at all levels
- Strong presentation and technical report-writing skills for project submissions and authority approvals
- Willingness to travel for short-term project assignments as required
