Position Overview

As QHSE Officer at this Food FMCG company in Rusayl, Oman, you will take hands-on ownership of implementing, monitoring, and continuously improving the company’s Quality, Health, Safety, and Environment (QHSE) framework across all operational areas. Your daily work will cover food safety standards enforcement, QHSE procedure compliance, internal and external audit support, regulatory reporting, hygiene monitoring, and incident investigation. You will need to be equally comfortable on the factory floor identifying safety risks as you are in the office preparing compliance documentation or analysing data in MS Excel. This is a senior individual contributor role that requires both technical expertise and strong communication skills to influence teams at all levels of the organisation.

Key Responsibilities

Food Safety Standards & Compliance

  • Implement and actively monitor all food safety standards across production, storage, packaging, and distribution operations — ensuring the company remains fully compliant with Oman’s food safety regulations and international standards such as HACCP, ISO 22000, and GMP.
  • Conduct regular food safety inspections and hygiene audits of the production floor, cold storage, raw material handling areas, and finished goods warehouses to identify risks and drive corrective actions.
  • Maintain and update food safety documentation including HACCP plans, CCPs, monitoring records, and corrective action reports to ensure audit-readiness at all times.

QHSE Procedure Implementation & Monitoring

  • Develop, implement, and monitor QHSE procedures across all departments — ensuring that standard operating procedures are clearly documented, communicated to all staff, and consistently followed on the ground.
  • Perform routine QHSE inspections and risk assessments across all operational areas — identifying hazards, assessing risk levels, and ensuring appropriate controls are implemented promptly and effectively.
  • Manage incident reporting, investigation, and root cause analysis for all safety incidents, near-misses, and quality non-conformances — documenting findings and implementing preventive measures to avoid recurrence.

Regulatory Compliance & Audit Support

  • Ensure the company’s operations are fully compliant with Oman’s occupational health, food safety, and environmental regulations — including requirements from the Ministry of Commerce, PACDA, and other relevant regulatory bodies.
  • Support and coordinate internal and external QHSE audits — preparing documentation, conducting pre-audit gap analyses, accompanying auditors during inspections, and managing audit finding close-out plans.
  • Monitor regulatory changes and new compliance requirements in Oman’s food safety and HSE landscape, proactively updating company procedures and communicating changes to relevant teams.

Team Engagement & Training

  • Conduct QHSE awareness sessions and toolbox talks for production staff, supervisors, and management — building a strong safety and quality culture throughout the organisation.
  • Prepare and maintain QHSE performance reports, KPI dashboards, and regulatory submissions using MS Excel and other reporting tools, ensuring data accuracy and timely delivery to management.

Key Requirements & Qualifications

Experience

  • Minimum 5 years of relevant QHSE experience in the Food FMCG industry — this is a firm minimum requirement and applications from candidates without this specific background will not be considered.
  • Hands-on experience in implementing and monitoring food safety measures, QHSE procedures, and regulatory compliance within a food manufacturing or FMCG production environment in Oman or the GCC.

Technical Knowledge

  • Good knowledge of food safety standards and compliance requirements — including HACCP, GMP, ISO 22000, and applicable Omani food safety regulations and audit frameworks.
  • Familiarity with QHSE audits, hygiene monitoring, risk assessment, and incident investigation processes as applied in a food or FMCG manufacturing environment.
  • Strong working knowledge of MS Office — particularly MS Excel for data recording, QHSE performance tracking, and compliance reporting purposes.

Personal & Eligibility Requirements

  • Good communication skills — able to clearly communicate food safety and QHSE requirements to production teams, management, and regulatory bodies both verbally and in writing.
  • Must be currently based in Oman and available to join the company immediately without a delay — applications from candidates located outside Oman will not be considered.
