We are seeking a highly qualified Senior Non-Key Expert – Railways Specialist to support technical, policy, institutional, and investment-related assignments in the railway sector, with mobilisation to Sub-Saharan Africa, Latin America and the Caribbean, and Asia and the Pacific.

About the Role – Railway Sector Technical Assistance

Core Focus: Railway infrastructure and systems project identification, preparation, and implementation

Technical Scope: Rail infrastructure, signalling, interoperability, traffic management, and safety systems

Standards Focus: European and international railway standards, including ERTMS interoperability

Project Timeline: Intended start date January 2027, 48-month implementation period

Position Overview

This Senior Non-Key Expert – Railways Specialist role supports the identification, preparation, and implementation of railway infrastructure and systems projects, conducting feasibility studies, technical assessments, and investment-related analyses. You will support railway planning, corridor development, and multimodal integration, advise on infrastructure, signalling, interoperability, and safety systems, support procurement, tendering, and implementation supervision, promote sustainable and climate-resilient railway infrastructure, and provide capacity building and technical assistance to public authorities and sector stakeholders.

Key Responsibilities

Project Identification & Preparation

  • Support the identification, preparation, and implementation of railway infrastructure and systems projects
  • Conduct feasibility studies, technical assessments, project design reviews, and investment-related analyses
  • Support railway planning, corridor development, operations planning, and multimodal integration

Technical Advisory & Standards

  • Advise on rail infrastructure, signalling, interoperability, traffic management, and safety systems
  • Advise on interoperability, including relevant EU standards and systems such as ERTMS, where applicable
  • Support the application and adoption of European and international railway standards and good practices

Procurement, Sustainability & Institutional Support

  • Support procurement, tendering, implementation supervision, operation, and maintenance planning
  • Promote sustainable, low-carbon, and climate-resilient railway infrastructure and services
  • Contribute to environmental and social assessments and climate resilience considerations
  • Support policy, regulatory, and institutional reforms in the railway sector

Capacity Building & Coordination

  • Provide capacity building and technical assistance to public authorities, infrastructure managers, and operators
  • Coordinate with public authorities, railway infrastructure managers, operators, contractors, supervising engineers, IFIs, and development partners

Qualifications & Requirements

Educational Requirements

  • Master’s degree or equivalent diploma in railway engineering, civil engineering, transport engineering, transport operations, or a related discipline

General Professional Experience

  • At least 15 years of general professional experience in the railway sector
  • Proven experience managing complex assignments involving multiple stakeholders
  • Experience across the full project cycle: feasibility studies, detailed design, procurement, implementation, and maintenance planning

Specific Professional Experience

  • At least 7 years of experience in planning, design, supervision, or management of railway infrastructure, systems, or operations
  • At least 5 years of experience in railway projects in Sub-Saharan Africa, Latin America, or Asia
  • Experience with G20 Principles for Quality Infrastructure in the rail sector

Language Requirements

  • English proficiency at C1 level is mandatory
  • French at minimum B2 level is an asset
  • Spanish at minimum B2 level is an asset

Assets

  • In situ professional experience in the Sub-Saharan Africa region
  • Experience providing governance/capacity building support in the rail sector
  • Experience with EU rules and procedures
