Job Overview — Site Quality Manager
The Site Quality Manager is a mission-critical leadership position responsible for ensuring product safety, quality, and regulatory compliance across all camel milk processing operations including UHT, powder, fermented, and value-added dairy products. This role serves as the ultimate quality authority on site with the independence to challenge operations, halt production when necessary, and cultivate a robust food safety culture.
You will lead the implementation and continuous improvement of the Quality Management System while ensuring full compliance with local UAE/GSO regulations, international standards such as Codex and ISO, and export market requirements for China, EU, USA, and GCC countries. Key Responsibilities & Accountabilities
As the Site Quality Manager, you will own the following strategic and operational responsibilities:
1. Quality & Food Safety Leadership
- Lead the site Quality and Food Safety agenda for camel milk processing, UHT, powder, fermented, and value-added dairy products
- Act as the site Food Safety Leader ensuring compliance with FSSC 22000, ISO 22000, ISO 9001, HACCP, Codex Alimentarius, GSO/UAE regulations, and export market requirements
- Establish and reinforce a strong food safety culture across all departments including operations, engineering, supply chain, and warehousing
2. Quality Management System (QMS) Ownership
- Develop, implement, maintain, and continuously improve the site QMS framework
- Ensure robust control of SOPs, work instructions, records, document control, change management, non-conformance, deviation, and CAPA systems
- Lead root cause analysis using structured tools such as 5-Why, Fishbone, and FMEA methodologies
3. Food Safety Systems & HACCP Management
- Lead development, validation, and maintenance of HACCP plans specific to camel milk hazards
- Manage Critical Control Points (CCPs), Operational Prerequisite Programs (OPRPs), and validation studies
- Ensure effective control of microbiological, chemical, physical, and allergen risks including raw camel milk sourcing risks, antibiotic residues, heavy metals, and pathogen controls for Salmonella, Listeria, and Coliforms
4. Regulatory & Compliance Management
- Ensure full compliance with UAE/GSO dairy regulations, export certifications, approvals, and customer-specific quality standards
- Serve as the primary site interface with regulatory authorities, certification bodies, external auditors, and inspectors
- Support product registration and export readiness for sensitive markets, including China CIQ and EU dairy regulations
5. Audit & Certification Leadership
- Plan and lead internal audits, external audits (FSSC, customer, regulatory)
- Ensure successful certification, surveillance, and re-certification audits with zero critical findings
- Drive closure of audit findings within agreed timelines
6. Quality Control & Laboratory Oversight
- Oversee site Quality Control and Laboratory operations, including raw milk testing, in-process controls, and finished product release
- Ensure validation and verification of analytical methods, sampling plans, and shelf-life studies
- Manage external laboratory relationships and testing programs
7. Manufacturing Partnership & Continuous Improvement
- Work closely with Production, Engineering, and Maintenance teams to embed quality at source
- Support hygienic design, CIP/SIP effectiveness, and controlled commissioning of new equipment and processes
- Lead continuous improvement initiatives related to quality performance, cost of poor quality (COPQ), and complaint reduction
8. People Leadership & Capability Building
- Lead, coach, and develop the Site Quality Team
- Build technical competence in GMP, food safety awareness, hygiene, and sanitation
- Deliver structured training programs across the site to reinforce ownership of quality at every level
Required Qualifications & Certifications
The ideal candidate for this food safety manager job will possess the following academic and professional credentials:
Educational Requirements
- Bachelor’s degree in Food Science, Dairy Technology, Microbiology, Chemistry, or related discipline
Professional Certifications (Preferred)
- FSSC 22000 or ISO 22000 Lead Implementer or Lead Auditor certification
- HACCP Certification from a recognized body
- Additional certifications in Six Sigma, Lean Manufacturing, or Quality Management are a plus
Experience Requirements
We are seeking candidates with a proven track record in quality assurance and food safety leadership. The minimum experience requirements include:
- Minimum 8 years of progressive experience in Quality and Food Safety roles within dairy manufacturing (UHT, powder, fermented products preferred)
- Proven experience managing certification audits, regulatory inspections, and export-oriented food manufacturing operations
- Experience with camel milk or non-traditional dairy products is a strong advantage
- Demonstrated success in leading quality teams, implementing QMS frameworks, and driving food safety culture transformation
- Track record of achieving zero critical audit findings and maintaining high compliance standards
