This Civil Engineer role serves as the Owner’s Representative for AEW’s 2400 MW CCGT Independent Power Project located at Taweelah, approximately 30–40 km from Abu Dhabi city. You will oversee all civil engineering aspects of this large-scale greenfield project — conducting technical design reviews, managing quality assurance and control, performing regular site inspections, and ensuring full compliance with international civil engineering standards, project specifications, and UAE regulatory requirements. You will safeguard the owner’s interests throughout every phase, from early construction through to commissioning and plant operations, in a high-performance and technically demanding project environment.

Key Responsibilities
Project Planning & Schedule Management
- Collaborate with project teams to develop, review, and continuously improve civil engineering project plans and schedules
- Ensure all civil engineering activities remain fully aligned with overall project objectives, milestones, and critical timelines
- Coordinate directly with contractors to prepare detailed and realistic schedules for all civil installations and inspections
- Monitor progress against the approved project plan and recommend timely adjustments to keep construction on track
Design Review & Technical Analysis
- Review detailed civil engineering designs, technical specifications, and drawings for the CCGT plant and associated infrastructure
- Conduct structural analysis and technical assessments of civil components as required during design and construction phases
- Interpret civil designs and engineering drawings during active construction, ensuring contractors follow approved specifications precisely
- Assist in resolving minor design issues arising on-site by liaising closely and efficiently with the project Engineering Team
- Ensure as-built drawings are accurately updated and maintained throughout all construction stages without exception
Construction Oversight & Site Supervision
- Oversee all on-site construction activities to ensure full compliance with design specifications, drawings, and quality standards
- Supervise civil construction activities daily to verify adherence to project specifications and internationally recognized industry standards
- Collaborate with construction teams to address and effectively resolve engineering issues as they emerge on the ground
- Coordinate with contractors promptly to resolve construction-related technical challenges and avoid project schedule impacts
Quality Assurance & Quality Control (QA/QC)
- Implement and actively maintain comprehensive quality control measures for all civil engineering components and construction phases
- Conduct regular and structured inspections to verify full compliance with international civil engineering and industry standards
- Perform detailed QA audits to ensure contractors consistently follow all approved procedures, specifications, and project standards
- Prepare and submit quality documentation, inspection records, and Non-Conformance Reports (NCRs) as required by the project
Budget, Cost Management & Reporting
- Collaborate with project managers and planning engineers to develop and carefully manage civil engineering budgets throughout the project
- Monitor and actively control civil engineering costs to ensure the project consistently stays within approved budget constraints
- Assist construction managers in monitoring and optimizing resource utilization for all civil construction activities on-site
- Provide detailed inputs for budget forecasting and cost reporting based on real-time site progress and construction data
Permitting, Compliance & Stakeholder Communication
- Ensure full compliance with local Abu Dhabi, UAE national, and applicable international regulations and permitting requirements
- Coordinate with relevant UAE regulatory authorities and government bodies as needed throughout all project phases
- Act as the Owner’s Representative in all coordination meetings with contractors, subcontractors, and engineering consultants
- Provide regular, accurate, and professional updates to senior management on civil engineering progress and emerging site challenges
- Participate actively in site meetings to discuss progress, resolve technical challenges, and align all parties on deliverables
Qualifications & Requirements
Educational Requirements
- Bachelor’s degree in Civil Engineering or a closely related structural or infrastructure engineering discipline
- Master’s degree in Civil or Structural Engineering is advantageous, particularly for senior Owner’s Representative responsibilities
- Relevant UAE or internationally recognized professional engineering certifications are a strong advantage for this role
Experience Requirements
- Substantial hands-on civil engineering experience on large-scale power generation, energy, or heavy industrial infrastructure projects
- Previous Owner’s Representative or client-side civil engineering experience on CCGT, IPP, or equivalent energy projects preferred
- Proven experience with international civil engineering codes, standards, and QA/QC processes within GCC or UAE project environments
- Track record of successfully managing contractor relationships, site inspections, and civil engineering delivery on mega-projects
