Position Overview
This Head of Project Management role leads the Capital Projects Section, overseeing capital and construction projects from planning through delivery. You will prepare and follow up the section’s annual operational plan, fully supervise project implementation against approved time, financial and technical standards, develop standard project management processes and procedures, monitor timelines, budgets and quality, and follow up on the performance of contractors, subcontractors and consultants to ensure adherence to quality standards.

Key Responsibilities
Operational Planning & Strategy
- Prepare and follow up the implementation of the annual operational plan for the section
- Define projects and initiatives, set performance indicators and targets, and estimate budgets
- Align section-level planning with the Authority’s broader strategic objectives
- Recommend improvements and corrective actions where deviations from plans occur
Capital Project Execution & Supervision
- Provide full supervision of the implementation of capital projects
- Ensure execution in accordance with approved time, financial, and technical standards
- Ensure contractors’ compliance with the agreed scope of work
- Monitor project timelines, budgets, and quality throughout the project lifecycle
Process & Policy Development
- Develop and apply standard project management processes and procedures
- Establish frameworks for planning, scheduling, cost analysis, and report preparation
- Prepare consistent recommendations and inputs for policies, regulations, and laws
- Apply sector-related knowledge and emerging trends to shape enabling strategies
Contractor & Stakeholder Management
- Follow up on the performance of contractors, subcontractors, and consultants at project sites
- Ensure adherence to quality standards across all project stakeholders
- Lead technical evaluation of tenders in line with governance requirements
- Coordinate and engage with various internal and external stakeholders
Team Leadership

Qualifications & Requirements
Educational Requirements
- Bachelor’s degree in Civil Engineering, Project Management, or Strategic Project Planning
- Equivalent qualification from an accredited university accepted
Experience Requirements
- Minimum 7 years of relevant project management work experience
- 5+ years of experience specifically in project management leadership
- Proven track record leading capital or construction project portfolios
