Position Overview
The Public Health Officer in Abu Dhabi plays a central role in safeguarding the health, hygiene and food safety standards across a large and complex operational site. This professional conducts regular inspections and audits — daily, weekly, monthly and quarterly — covering food production facilities, catering operations, accommodation units, community facilities, potable water treatment plants, sewage systems and pest control programs. Compliance with ADAFSA regulations, HACCP principles, FSMS requirements and international best practices is non-negotiable in this role.

Key Responsibilities
Food Safety & Quality Control
- Perform regular inspections and audits (daily, weekly, monthly and quarterly) to verify public health and hygiene standards are maintained across all designated locations.
- Advise and support contractors on compliance with HACCP principles, FSMS requirements, ADAFSA regulations and international best practices for food production and catering operations.
- Inspect and monitor quality, hygiene and critical control points (CCPs) during in-process food production to ensure full compliance with food safety and sanitation standards.
- Inspect food shipping facilities covering packaging, labelling, preservation, shelf life, stock rotation, transportation vehicles and warehouse standards.
- Inspect all incoming food consignments for quality, brand compliance, hygiene and safety. Conduct sensory assessments for fresh fish and meat. Verify Temperature Data Logger Reports, Specification Sheets, Certificates of Origin and Halal Certificates.
HACCP Evaluation & Critical Control Points
- Evaluate the adequacy and implementation of site-specific HACCP manuals including Prerequisite Programs, hazard analysis, CCPs, critical limits, monitoring procedures, corrective actions and record-keeping.
- Verify the identification of all food safety hazards and provide recommendations for preventive measures to effectively manage those hazards.
- Confirm critical control points and assess procedures in place to prevent, eliminate or mitigate food safety hazards to acceptable levels.
- Validate CCP monitoring requirements including procedures, inspection protocols and frequencies to ensure processes are appropriately controlled.
Public Health Inspections & Investigations
- Support investigation of all reported cases of infectious illness — including malaria and chickenpox — in consultation with HSE, Occupational Health and Medical Teams to implement corrective measures.
- Verify medical fitness and vaccination records for food handlers, barbers, pest control operatives and sewage and waste management staff.
- Conduct inspections of grocery stores, barbershops, gardens, mosques, beaches, recreational facilities, laundries and all community amenities to ensure hygiene standards are maintained.
- Identify sampling points and implement site-specific sampling plans for food items, hand swabs, surface swabs, potable water, wastewater and swimming pool samples — reviewed against ADAFSA, Abu Dhabi Municipality and WHO standards.
Pest, Rodent, Bird & Stray Animal Control
- Evaluate pest control operations for compliance with public health standards, including the effectiveness of Integrated Pest Management (IPM) programs for pests, rodents, birds and stray animals.
- Review pesticide chemical handling, storage protocols and dilution dosages to ensure safe, effective and environmentally responsible application.
- Verify that mixing, loading, washing and rinsing of pesticide equipment is conducted safely to prevent environmental pollution and protect human health.
Potable Water Treatment & Sewage Systems
- Inspect water treatment plants — including equipment, storage tanks and distribution systems — to assess physical conditions, cleanliness and regulatory compliance.
- Review water treatment records including quality test results, operating procedures, chemical usage, safety data sheets and maintenance logs.
- Inspect sewage treatment plants covering aeration tanks, sludge holding tanks and drainage systems. Review sludge handling, treatment and disposal procedures.
- Collect effluent samples from final discharge points and review results against Abu Dhabi Department of Energy Trade Effluent Control Regulations and client pollution prevention standards.
Qualifications & Requirements
Educational Requirements
- Bachelor’s degree in Public Health, Environmental Health, Biological Sciences, or an equivalent discipline.
- Level 3 Award in HACCP Certificate (Catering / Manufacturing) — mandatory.
- Level 4 Award in Managing Food Safety Certificate (Catering) — mandatory.
- ISO 22000 Internal / Lead Auditor Certificate — mandatory.
- NEBOSH International General Certificate in Occupational Health & Safety — mandatory.
Experience Requirements
- Minimum 5 years of experience implementing, supervising, inspecting or auditing public health, food safety and hygiene programs in significant projects.
- Experience in oil and gas projects is a strong and recognized advantage for this Abu Dhabi role.
- Extensive practical knowledge of food safety regulations and public health standards applicable in the UAE and GCC.
