Position Overview
This QHSE Manager role is responsible for developing, implementing, and continuously improving quality, occupational health and safety, environmental, hygiene, food safety, and risk-management systems. You will ensure operational compliance with Saudi regulations and international standards, lead inspections and audits, investigate incidents and nonconformities, maintain emergency and crisis management procedures, and manage a QHSE team across all sites.

Key Responsibilities
QHSE System Development & Compliance
- Develop and implement integrated QHSE, food safety, hygiene, and risk-management policies and standards
- Ensure compliance with Saudi regulations, municipality requirements, SFDA standards, and Civil Defense requirements
- Maintain and improve management systems aligned with ISO 9001, ISO 14001, ISO 45001, ISO 22000, and HACCP
Inspections, Audits & Risk Management
- Conduct food safety, hygiene, quality, health and safety, and environmental inspections across facilities
- Identify operational hazards, food safety risks, and environmental impacts, establishing mitigation measures
- Develop and monitor HACCP plans, critical control points, sanitation programs, and allergen controls
Incident Investigation & Corrective Action
- Investigate incidents, accidents, near misses, food safety complaints, and quality nonconformities
- Lead root-cause analyses and ensure corrective and preventive actions are implemented and verified
- Maintain emergency response, crisis management, product recall, and business continuity procedures
Reporting, Training & Stakeholder Management
- Establish and monitor QHSE and food safety KPIs, risk registers, and audit findings
- Prepare regular reports and recommendations for senior management
- Deliver training on occupational safety, food hygiene, HACCP, and emergency procedures
- Evaluate suppliers and contractors against approved QHSE and food safety requirements
- Liaise with regulatory authorities, certification bodies, auditors, and external stakeholders
- Manage and develop the QHSE team, ensuring consistent standards across all locations
Qualifications & Requirements
Educational Requirements
- Bachelor’s degree in Food Science, Food Safety, Environmental Health, Occupational Health and Safety, Quality Management, Engineering, or a related discipline
Certification Requirements
- Professional certifications in HACCP and ISO 22000 are required
Certifications
- ISO 9001, ISO 14001, ISO 45001, NEBOSH, IOSH, or equivalent
- Internal or lead auditor certification preferred
- Risk-management or business-continuity certification is an advantage
Experience Requirements
- Minimum of 10 years of relevant experience in QHSE, food safety, hygiene, and risk management
- Previous experience within food production, catering, hospitality, restaurants, central kitchens, or facilities management preferred
- Demonstrated experience managing regulatory inspections, certification audits, incident investigations, and corrective-action programs
