Job Overview — QHSE Associate
The QHSE Associate plays a critical role in ensuring compliance with operational safety, food safety, and environmental standards across all organizational facilities and new asset developments. This position combines technical expertise in quality management systems with hands-on field inspections, risk assessments, incident investigations, and regulatory compliance management.
You will work collaboratively with operations teams, facilities management, contractors, and regulatory authorities to maintain the highest standards of health, safety, environmental protection, and food quality. Your expertise will also support design reviews for new projects, ensuring QHSE requirements are integrated from planning through operational readiness.

Key Responsibilities & Duties
As a QHSE Associate, your responsibilities will span system development, operational safety, compliance auditing, and stakeholder coordination:
QHSE System Development & Implementation
- Develop, implement, and maintain comprehensive QHSE policies, procedures, and management systems aligned with international standards including ISO 9001, ISO 14001, ISO 45001, and food safety standards
- Conduct regular risk assessments using methodologies such as HAZOP, Job Safety Analysis (JSA), and bow-tie analysis to identify hazards and control measures
- Perform scheduled internal audits to identify non-conformities, gaps, and continuous improvement opportunities
- Ensure full compliance with all relevant QHSE laws, regulations, municipal requirements, and industry standards applicable to UAE/GCC operations
- Review and update QHSE documentation to reflect current best practices and regulatory changes
Operational Safety & On-Ground Compliance
- Conduct daily and periodic site inspections across all operational facilities to verify adherence to QHSE regulations, safe work practices, and hygiene standards
- Provide on-site technical support and guidance to operational teams on safety compliance, hazard identification, and risk mitigation
- Oversee sanitization programs, housekeeping activities, pest control, and waste management to maintain hygiene and environmental standards
- Monitor compliance with food safety protocols including temperature controls, cross-contamination prevention, and allergen management
- Verify proper use of personal protective equipment (PPE) and safe operating procedures across all work areas
- Investigate workplace incidents, accidents, near-misses, and food safety events; prepare detailed investigation reports with root cause analysis
- Ensure timely implementation of corrective and preventive actions (CAPA) to prevent recurrence of safety and quality issues
Design Review & New Project Integration
- Participate in design review meetings for new assets, facilities, kitchen layouts, and infrastructure projects
- Review architectural drawings, MEP specifications, equipment layouts, and operational plans to ensure QHSE integration from early planning stages
- Provide technical input on fire safety systems, ventilation requirements, emergency exits, material handling, and ergonomic design
- Ensure new developments comply with building codes, food safety regulations, environmental permits, and occupational health standards
- Support commissioning activities and pre-operational safety readiness assessments for new facilities
Training & Safety Culture Development
- Plan, develop, and deliver comprehensive training programs on food safety, health and safety, fire safety, emergency preparedness, first aid, and hygiene practices
- Conduct induction training for new employees and contractors covering QHSE policies and site-specific safety requirements
- Organize specialized training sessions on HACCP principles, allergen management, chemical safety, and manual handling
- Facilitate safety toolbox talks, safety committee meetings, and awareness campaigns to promote a strong safety culture
- Maintain training records, assess training effectiveness, and provide refresher courses as needed
- Engage staff at all levels through safety communications, posters, newsletters, and recognition programs
Audit, Reporting & Documentation Management
- Support internal and external QHSE audits including municipality inspections, third-party certifications, and client audits
- Prepare audit schedules, conduct pre-audit assessments, and coordinate audit logistics
- Track audit findings and ensure timely closure with appropriate evidence and verification
- Prepare detailed reports on site inspections, incident investigations, safety performance metrics, and compliance status
- Maintain comprehensive documentation including risk assessments, inspection checklists, MSDS registers, training records, and incident logs
- Compile QHSE performance data and KPIs to support management reviews and decision-making
- Ensure all QHSE records are organized, accessible, and compliant with retention requirements
Stakeholder Coordination & Collaboration
- Liaise with regulatory authorities including Dubai Municipality, Abu Dhabi Agriculture and Food Safety Authority (ADAFSA), and Civil Defense on QHSE matters
- Coordinate with consultants, contractors, and service providers to ensure QHSE compliance during project execution and facility operations
- Work collaboratively with Facilities Management, Operations, Procurement, and Business Excellence teams to resolve non-conformities and drive QHSE improvements
- Support Environmental, Social, and Governance (ESG) initiatives including waste reduction, energy conservation, and sustainability programs
- Participate in QHSE committees, safety forums, and industry working groups to share best practices
Required Qualifications
The ideal candidate for this QHSE associate position will possess the following qualifications:
Educational Requirements
- Bachelor’s degree in Occupational Health & Safety, Environmental Health, Food Technology, Food Science, or related field (required)
- Additional qualifications in quality management, safety engineering, or industrial hygiene are advantageous
Professional Certifications (MANDATORY)
- HACCP Level 3 certification (required)
- Food Safety for Catering certification (required)
- NEBOSH International General Certificate (IGC) in Occupational Health and Safety (preferred)
- IOSH Managing Safely certification (preferred)
- ISO 9001, ISO 14001, or ISO 45001 Lead Auditor certifications (advantageous)
Experience Requirements
- Minimum 3 years of progressive experience in QHSE roles within facilities management, hospitality, catering, food service, or related industries
- Proven track record of conducting risk assessments, safety audits, and incident investigations
- Hands-on experience with QHSE management system implementation and maintenance
- Experience supporting regulatory inspections and third-party certification audits
- Background in food safety management and HACCP implementation is highly preferred
Technical Knowledge & Skills
- Strong knowledge of QHSE regulations, standards, and municipal requirements in UAE/GCC region
- Deep understanding of food safety principles, hygiene practices, and catering operations
- Expertise in risk assessment methodologies, hazard identification, and control measures
- Proficiency in conducting internal audits, gap analysis, and compliance verification
- Strong skills in incident investigation, root cause analysis, and corrective action management
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) for reporting, data analysis, and presentations
- Familiarity with QHSE management software, digital inspection tools, or LIMS systems is beneficial
