Position Overview
This QHSE Specialist role at Khazna Data Centers in Abu Dhabi acts as the campus QHSE representative across a data center facility of up to 200 MW. You will implement and improve QHSE policies, standards, and controls, embed safety into operations, maintenance, engineering, projects, and contractor activities, conduct practical technical assurance through inspections and audits, manage incidents and non-conformances through RCA and CAPA, monitor environmental compliance, support emergency preparedness, and report QHSE performance to management and stakeholders in line with ISO 9001, ISO 14001, and ISO 45001.

Key Accountabilities
QHSE Site Implementation & Assurance
- Act as campus QHSE representative; implement and improve policies, standards, procedures, and controls across the data center site
- Embed QHSE into operations, maintenance, engineering, projects, contractors, and customer activities
- Promote safety culture through inspections, coaching, and awareness aligned with ISO 9001, ISO 14001, and ISO 45001
Health, Safety & Operational Risk
- Identify, assess, and control H&S risks across operations, maintenance, engineering, contractors, and projects
- Review RAMS, MOPs, PTW, and safe systems of work for all critical activities on the campus
- Monitor high-risk work including electrical, lifting, work at height, confined space, hot works, hazardous substances, pressure systems, and isolations
- Coach teams and exercise stop-work authority where required to maintain site safety
Incident, Near Miss & Non-Conformance Management
- Coordinate reporting, root cause analysis (RCA), and close-out of incidents, near misses, unsafe observations, environmental events, NCRs, and deviations
- Track CAPA, verify effectiveness, escalate overdue or ineffective actions, and communicate lessons learned
- Maintain full evidence retention for all QHSE findings and corrective actions
Environmental Management & Sustainability
- Ensure legal, permit, corporate, and ISO 14001 compliance across all environmental aspects of the campus
- Monitor waste, hazardous waste, spills, chemicals, emissions, discharge, noise, housekeeping, and pollution prevention
- Drive efficiency, waste reduction, and energy awareness initiatives across site operations
Contractor QHSE Assurance
- Review contractor documents, mobilisation, inductions, risk controls, and compliance prior to and during site activities
- Verify RAMS, permits, access controls, and safe systems; inspect activities and track findings
- Escalate serious or repeated contractor non-compliance to management
Emergency Preparedness, Training & Reporting
- Coordinate emergency drills, inspections, scenarios, and post-exercise actions; integrate QHSE into continuity planning
- Deliver inductions, toolbox talks, campaigns, and focused training; verify completion and competency records
- Report inspections, incidents, audits, CAPA, environmental data, training completion, and trends to management and stakeholders
Qualifications & Requirements
Educational & Certification Requirements
- Bachelor’s degree in Safety Management, Engineering, Environmental Science, Quality Management, Occupational Health and Safety, or related discipline preferred
- Recognised OHS/QHSE certification such as NEBOSH General Certificate, IOSH Managing Safely, OSHA equivalent, or equivalent international qualification is required or strongly preferred
- Working knowledge of ISO 9001, ISO 14001, and ISO 45001 is required
Experience Requirements
- Minimum 5+ years of QHSE experience, preferably in the GCC, supporting mission-critical facilities, data centers, utilities, construction, commissioning, engineering, industrial operations, oil and gas, manufacturing, or aviation
- Practical experience in inspections, audits, risk assessments, incident investigations, environmental checks, contractor reviews, and CAPA follow-up
- Experience supporting ISO 9001/14001/45001 systems, audit readiness, surveillance audits, document control, NCR management, and continual improvement
Desirable Technical Training
- ISO internal auditor/awareness training and technical training in PTW, incident investigation, risk assessment, environmental management, fire safety, first aid, work at height, confined space, electrical safety, or contractor safety
