Position Overview

This Human Resources Specialist / Manager role in Dubai is a results-oriented, full-cycle recruitment leadership position within a growing company serving the equipment manufacturing and new energy industries. You will take ownership of the company’s annual recruitment plan — from mid-level technical hires through senior leadership roles and international professionals — while simultaneously building out the recruitment channel ecosystem, establishing robust talent pools, and driving continuous process improvement across the full hiring lifecycle. The ideal candidate brings at least five years of hands-on full-cycle recruitment experience, a proven track record in sourcing and closing competitive candidates, and the communication and coordination skills to work effectively across business departments in a fast-paced, results-driven organisation that values hiring quality as a core business priority.

Why This Role Matters: As Human Resources Specialist/Manager in Dubai’s rapidly growing new energy and equipment manufacturing sector, you will directly shape the talent that drives business growth — leading mid-to-senior recruitment, building international candidate pipelines, expanding recruitment channels, and optimising hiring processes that make the organisation faster, smarter, and more competitive in attracting the world-class professionals who will define its next chapter of growth in the UAE and across global markets.

 Key Responsibilities

Annual Recruitment Plan Execution

  • Execute the company’s annual recruitment plan — translating headcount forecasts and department staffing needs into structured, prioritised hiring timelines that deliver qualified candidates on time and within agreed hiring targets
  • Partner closely with business department heads, operations managers, and senior leadership to understand specific role requirements, team dynamics, and the competency profiles needed to fulfil each hiring demand effectively
  • Track recruitment plan progress, report hiring metrics, and proactively identify and resolve bottlenecks — ensuring that the company’s workforce growth remains aligned with its operational and strategic business objectives throughout the year
  • Manage multiple simultaneous recruitment projects across different business functions and seniority levels — prioritising effectively and maintaining quality and speed across the full breadth of the annual hiring programme

Mid-to-Senior, Core Talent & International Hiring

  • Lead end-to-end sourcing, screening, interviewing, and offer management for mid-to-senior level roles, business-critical core talent positions, and international professional hires — taking personal ownership of each hire from initial brief to signed offer
  • Design and execute targeted sourcing strategies for competitive talent profiles — combining direct approach, LinkedIn headhunting, recruitment agency relationships, employee referrals, and professional network activation to access the best available candidates
  • Conduct structured, competency-based interviews for senior and specialist roles — accurately assessing candidate capability, cultural fit, and potential against clearly defined hiring criteria and business requirements
  • Lead salary negotiations and candidate closing conversations with confidence and professionalism — applying strong negotiation skills and market knowledge to secure first-choice candidates in competitive hiring environments

Recruitment Channel Management & Talent Pool Development

  • Manage and continuously expand the company’s recruitment channels — including major job boards, LinkedIn Recruiter, specialist industry platforms, headhunting firms, university partnerships, and professional association networks relevant to the new energy and equipment manufacturing sectors
  • Build, maintain, and actively develop structured talent pools for current and anticipated future hiring requirements — ensuring the company has immediate access to pre-qualified candidates for priority roles and business-critical positions
  • Establish and nurture long-term relationships with high-value candidates, industry professionals, and specialist recruitment partners — building a pipeline of top-tier talent that reduces time-to-hire and improves hiring quality across all seniority levels
  • Leverage cross-border recruitment networks and international sourcing channels — identifying and engaging high-calibre professionals from target markets including Asia, Europe, MENA, and other regions aligned with the company’s international talent strategy

Recruitment Process Optimisation & Candidate Experience

  • Continuously evaluate and optimise the end-to-end recruitment process — identifying inefficiencies, reducing time-to-fill, streamlining interview scheduling, and implementing improvements that enhance both hiring manager satisfaction and candidate experience throughout the selection journey
  • Develop and standardise structured interview frameworks, assessment tools, scoring rubrics, and hiring decision processes — enabling more consistent, objective, and defensible hiring decisions across all departments and role levels
  • Ensure every candidate — whether successful or unsuccessful — receives a professional, respectful, and timely recruitment experience that reinforces the company’s employer brand and reputation in the competitive Dubai talent market
  • Monitor and report on key recruitment metrics — including time-to-hire, source of hire, offer acceptance rate, and quality of hire — using data insights to drive continuous improvement across the full recruitment function

Qualifications & Requirements

Education

  • Bachelor’s degree or above in Human Resources Management, Business Administration, Psychology, or a closely related discipline from a recognised university
  • Professional HR certifications — such as CIPD, SHRM, or equivalent — are a strong advantage and will be viewed positively for senior-level HR candidates applying to this role

Experience Requirements

  • At least 5 years of hands-on, full-cycle recruitment experience — covering sourcing, screening, interviewing, offer negotiation, and onboarding across a broad range of role types and seniority levels
  • Cross-border or international recruitment experience is strongly preferred — candidates who have successfully hired professionals from multiple countries and across different time zones and cultural contexts will be given strong priority
  • Prior experience recruiting within equipment manufacturing or new energy industries is a distinct plus — familiarity with the technical talent profiles and competitive hiring dynamics of these sectors adds immediate value to this role
  • Demonstrated ability to manage and deliver on a high-volume, multi-functional annual recruitment plan within a fast-paced, results-oriented business environment

Skills & Competencies

  • Full working knowledge of the entire recruitment lifecycle — from initial job briefing, sourcing strategy design, and candidate engagement through interviews, reference checks, offer negotiation, and onboarding coordination
  • Outstanding talent sourcing capabilities — combining LinkedIn Recruiter expertise, boolean search mastery, direct approach messaging, and creative channel activation to find and attract passive candidates in competitive markets
  • Excellent negotiation skills — confident and effective in salary discussions, candidate closing conversations, and multi-stakeholder offer management across diverse cultural and professional backgrounds
  • Strong communication and cross-functional coordination skills — the ability to manage multiple hiring stakeholders simultaneously, communicate proactively, and maintain alignment between recruitment activity and business priorities
  • Result-oriented and able to perform under pressure — maintaining high hiring quality and process rigour even when managing competing priorities, tight deadlines, and high-volume recruitment demands
