Position Overview
This Senior Hook Up Engineer role in Dubai covers end-to-end discipline leadership during hook-up construction and completion campaigns. You will prepare and review hook-up job cards, develop WBS for discipline scope, review construction work packs and design MTOs, develop hook-up schedules, participate in pre-engineering and installation surveys, develop constructability logs, coordinate material deliveries and warehouse liaison, provide technical guidance to junior engineers, conduct risk assessments, ensure commissioning team coordination, liaise with offshore construction crews, travel to offshore sites and onshore yards, and ensure full QHSES compliance across all site activities.

Key Responsibilities
Hook-Up Job Cards, WBS & Schedule Development
- Prepare and review hook-up job cards as appropriate including pre-requisites and focusing on sequential installations and relevant completion activities
- Develop the Work Breakdown Structure (WBS) for discipline scope across the hook-up campaign
- Prepare the hook-up schedule for discipline-specific activities with efficient sequencing and synchronization with other disciplines
- Review construction work packs for the respective discipline and ensure full compliance with project requirements
Material Coordination & Verification
- Review design MTOs for the discipline and verify MTOs for offshore contingencies
- Review material requisitions in compliance with project specifications prior to order — coordinate deliveries to yard, port, offshore, and other locations
- Liaise with the warehouse team to ensure project material receiving status and inspection clearance from Quality
- Liaise with the fabrication team to take handover of fabricated project material and other ship-loose material
Constructability, Surveys & Risk Management
- Participate in pre-engineering surveys, pre-construction surveys, and post-installation surveys
- Develop the constructability log and monitor the closing of actions on a weekly basis
- Conduct risk assessments and implement mitigation measures to ensure safety during all hook-up operations
- Ensure compliance with project requirements, industry codes (API, ISO), and standards including environmental and sustainability aspects
Commissioning Interface & Progress Monitoring
- Liaise with the commissioning team to understand system priorities and ensure construction is planned and executed accordingly
- Support the commissioning team to expedite vendor-related activities and ensure production readiness
- Review hook-up progress registers and confirm understanding of progressing methodology — ensure alignment with job cards
- Ensure daily progress monitoring and reporting to the project planner
Technical Leadership, Safety & Offshore Mobilization
- Provide technical guidance and support to junior engineers, ensuring adherence to project timelines and quality standards
- Ensure scope familiarization with Hook-up Superintendent and offshore construction crew prior to offshore mobilization
- Travel to offshore sites and onshore yard facilities for coordination and resolution of disciplinary interfaces
- Participate in Toolbox Talks (TBT), ensure Permit-To-Work (PTW) requirements are fulfilled before commencing site activities, and comply with QHSES policies
Qualifications & Requirements
Educational Requirements
- Bachelor’s degree in Engineering — preferably Mechanical, Electrical, or Chemical discipline — or equivalent industry experience
- Professional certifications such as PMI or equivalent project management training are a strong advantage
Experience Requirements
- 10+ years of experience in related offshore engineering fields (REQUIRED)
- Strong knowledge of industry best practices, standards (API, ISO), and regulations related to hook-up activities
- Proficiency in project management tools and software for planning, scheduling, and tracking hook-up and commissioning activities
- Demonstrated ability to resolve technical challenges, implement innovative solutions, and ensure continuous improvement

- Excellent communication and leadership skills for effective liaison with interdisciplinary teams, stakeholders, and clients
- Competent in analyzing technical documents, drawings, and specifications to identify discrepancies and propose corrective actions
