Position Overview
This Senior Engineer, Quality – Civil role at Penspen in Abu Dhabi is a senior-level, full-time PMC position requiring deep expertise in civil construction quality management within the oil and gas sector. You will plan, implement, and monitor all QA/QC activities across civil works including site preparation, earthworks, piling, foundations, concrete structures, buildings, roads, drainage systems, and underground utilities. Working within an ADNOC-aligned quality management framework, you will oversee ITPs, manage NCRs and CAPA processes, conduct quality audits, coordinate with EPC contractors and third-party inspection agencies, and prepare final quality dossiers and turnover packages — ensuring every civil construction element is delivered in strict compliance with project specifications, ADNOC standards, ISO 9001, and all applicable international codes.

Key Responsibilities
Quality Management System Development & Implementation
- Develop, implement, and maintain comprehensive project Quality Management Systems (QMS), QA/QC procedures, Inspection and Test Plans (ITPs), and Method Statements aligned with ADNOC standards and project requirements
- Ensure the QMS is consistently applied across all civil construction activities — from mobilization through to final project handover and quality dossier completion
- Review, update, and control all quality documentation to maintain a complete, audit-ready, and fully compliant quality management framework throughout the PMC project lifecycle
Civil Works Inspection & Monitoring
- Monitor and inspect all civil construction works including site preparation, earthworks, piling, deep foundations, concrete structures, buildings, internal roads, drainage systems, and underground utilities
- Conduct structured site quality inspections and surveillance activities across all active civil work fronts — identifying non-conformances early and ensuring timely corrective action implementation
- Verify that all civil installation and construction activities comply fully with project specifications, approved method statements, ITPs, and applicable international and ADNOC civil construction codes
Material Submittals, Records & Documentation Management
- Review and approve material submittals, quality records, laboratory test reports, third-party inspection certificates, and all supporting construction quality documentation
- Ensure all inspection and testing activities are fully completed, verified, and documented prior to each stage of construction advancement and project handover
- Prepare, compile, and maintain comprehensive final quality dossiers, turnover packages, and as-built quality records for client submission and regulatory compliance
Contractor Coordination, Audits & Compliance
- Coordinate proactively with client representatives, EPC contractors, engineering consultants, and third-party inspection agencies to ensure full compliance with project quality requirements at all times
- Plan, conduct, and report on quality audits, surveillance inspections, and compliance assessments — verifying consistent adherence to project specifications and ISO 9001 quality management standards
- Manage client inspections and quality audits confidently — presenting quality performance data, corrective action statuses, and compliance evidence clearly to ADNOC and PMC stakeholders
NCR Management, CAPA & Continuous Improvement
- Manage the full Non-Conformance Report (NCR) process — issuing NCRs, tracking corrective and preventive actions (CAPA), conducting root cause analysis, and verifying effective closure of all quality non-conformances
- Lead quality improvement initiatives that systematically reduce non-conformances, improve inspection efficiency, and strengthen the overall quality culture across the project delivery team
- Prepare and present regular quality performance reports, KPI dashboards, and audit findings to senior project management and client stakeholders throughout the PMC project
Qualifications & Requirements
Educational Requirements
- Bachelor’s Degree in Civil Engineering — this is a mandatory qualification and non-negotiable requirement for all applicants
- Professional certifications in quality management such as ISO 9001 Lead Auditor, CQE, or equivalent are a strong advantage for this senior-level position
Experience Requirements
