Key Responsibilities

- Assist the Resident Engineer in day-to-day supervision of substation civil works — providing on-site engineering presence, technical judgment, and compliance oversight across all active construction areas within the high-voltage substation project
- Conduct regular site inspections to verify contractor performance and compliance with approved drawings, method statements, and contract specifications — identifying non-conformances early and escalating to the Resident Engineer before they affect programme or quality
- Monitor and witness construction and testing activities — providing independent technical oversight that confirms work is executed in accordance with the approved documents and industry standards governing substation civil construction
- Support final inspections, completion certification, and formal handover of civil works — ensuring all contractual requirements and quality standards are met before works are accepted and handed to the client
Contractor Coordination, Document Review & Technical Meetings
- Liaise with all technical disciplines — electrical, structural, mechanical, and geotechnical — and attend Site Technical Coordination Meetings to resolve multi-discipline interface issues before they affect civil construction works or project programme
- Review contractor submissions, shop drawings, and construction-related documents — providing technically sound, timely review responses that maintain the quality and accuracy of substation civil construction deliverables
- Coordinate with contractors across all civil workstreams — foundations, structures, cable trenches, civil containment, drainage, and access roads — ensuring all construction activities proceed in an orderly, compliant, and safe manner
- Maintain comprehensive site records, inspection reports, and compliance documentation — supporting the project’s audit trail and providing the Resident Engineer with accurate, timely information on site progress and quality status
Safety, HSE Compliance & Site Risk Management
- Ensure effective implementation of safety measures on site — applying Tractebel and ENGIE Group HSE standards to all substation civil construction activities and enforcing contractor compliance with the approved Health, Safety & Environment plan
- Identify site safety risks proactively — raising observations, non-conformances, and near-miss incidents to the Resident Engineer and contractor HSE teams immediately for prompt corrective action
- Promote a safety-first culture across all construction teams — demonstrating visible safety leadership in a high-voltage substation construction environment where electrical, working-at-height, and civil construction hazards coexist
Qualifications & Experience
Essential Requirements
- Bachelor’s Degree in Civil Engineering — approved by UAE regulatory authorities (mandatory for professional engineering practice in the UAE)
- Minimum 8 years’ experience in civil engineering projects — with proven, demonstrable experience in substation civil works in the UAE specifically
- Hands-on site supervision experience for high-voltage substations — including civil foundation works, structural construction, cable trench and duct installation, drainage, and site infrastructure
- Experience reviewing contractor submissions, shop drawings, method statements, and construction-related documents in a PMC or supervision consultant role
- Familiarity with industry standards and codes applicable to substation civil construction — IEC, IEEE, BS, and UAE local authority requirements
