Key Responsibilities
Utility System Installation Inspection & Compliance
- Inspect the installation of all utility systems on site — water supply, drainage, sewage, electrical, gas, and telecommunications — ensuring proper alignment, correct gradient levels, and accurate positioning in strict accordance with approved construction drawings
- Verify that all utility works comply fully with approved designs, project specifications, and applicable industry standards — including ASTM, BS, ISO, and local Abu Dhabi municipality and authority regulations
- Monitor materials delivered to and used on site — verifying material compliance with approved submittals, material test reports, and project specifications before allowing incorporation into permanent utility works
- Assess workmanship quality continuously throughout utility installation activities — identifying non-conformances, raising inspection notices, and ensuring corrective actions are implemented promptly and effectively
System Testing, Commissioning & Performance Verification
- Witness and formally verify all utility system testing activities — including pressure testing for pipelines, flow testing for drainage systems, and leak testing for water and sewage networks
- Oversee the commissioning of completed utility systems — ensuring they are fully operational, meet all design performance requirements, and are formally accepted before handover to asset owners or utility authorities
- Document all test witnessing and commissioning activities accurately — completing test records, commissioning certificates, and punch list items in accordance with project quality management procedures
- Review and verify contractor-submitted test results and commissioning data — confirming all readings, measurements, and performance parameters are within specified acceptable limits before granting approval
Contractor Coordination & Technical Issue Resolution
- Work closely with EPC contractors, sub-contractors, and utility service providers to address installation issues, technical queries, and design discrepancies as they arise during construction
- Liaise proactively with project engineers and project managers to resolve design discrepancies, implement approved design changes, and ensure field conditions are accurately reflected in updated construction documentation
- Participate in site coordination meetings — contributing inspection findings, quality observations, and non-conformance status updates to support informed project management decision-making
Trenching, Excavation & Underground Works Supervision
- Supervise and inspect trenching, excavation, pipe bedding, pipe laying, and backfilling operations — ensuring all underground utility installation activities comply with approved methods, safety standards, and quality requirements
- Verify excavation depths, trench widths, bedding material type and compaction, pipe jointing, and backfill compaction against approved construction drawings and project specification requirements
- Ensure contractor compliance with approved shoring and trench support arrangements — monitoring excavation safety measures and ground stability throughout all underground utility works
HSE Compliance & Environmental Monitoring
- Ensure all utility works are carried out safely and in full compliance with applicable health, safety, and environmental regulations — including Abu Dhabi occupational health and safety standards and project HSE plans
- Monitor environmental practices across all utility installation activities — including waste disposal procedures, stormwater management controls, and soil contamination prevention during excavation and trenching works
- Report unsafe conditions, HSE non-compliances, and environmental incidents through the project reporting system — supporting root cause investigation and effective corrective action implementation
Qualifications & Requirements
Educational Requirements
- Diploma or Bachelor’s degree in Civil Engineering or a related civil engineering technical discipline — from a recognized and accredited institution
Experience Requirements
- Minimum 5 years of relevant professional experience in utility systems inspection — specifically covering water supply, drainage, sewerage, and related underground infrastructure in construction project environments
- Demonstrated hands-on experience in trenching, excavation, pipe bedding, pipe installation, and backfilling processes — with direct responsibility for quality inspection and compliance verification
Technical Skills
- Strong knowledge of utility systems — water supply, drainage, sewerage, electrical, gas, and telecommunications — covering design principles, installation methods, testing procedures, and applicable performance standards
- Familiarity with industry standards and codes applicable to utility systems — including ASTM, BS, ISO, and relevant Abu Dhabi local authority regulations and utility authority requirements
- Proficiency in reading and interpreting utility engineering drawings, specifications, and ITP requirements — able to independently assess contractor works against approved documentation
