Key Responsibilities
End-to-End HR Operations — UAE & KSA
- Oversee all HR operations across the company’s UAE and KSA workforce — managing payroll processing, employee relations, HR administration, workforce planning, and HRIS data management with accuracy, timeliness, and full compliance with applicable labour laws in both jurisdictions
- Manage the complete payroll cycle for UAE and KSA employees — coordinating inputs from department managers, processing salary calculations, managing leave deductions and overtime computations, and ensuring accurate, on-time payroll disbursement in full compliance with UAE WPS requirements and KSA Wage Protection regulations
- Maintain Oracle HRMS data with the highest standards of accuracy and completeness — ensuring all employee records, contract details, leave balances, salary histories, and compliance documentation are current, correctly structured, and accessible for management reporting and audit purposes
- Ensure full compliance with UAE and KSA labour laws across all HR operational activities — including employment contract standards, working hours, annual leave entitlements, end-of-service benefit calculations, and disciplinary procedure requirements applicable in each jurisdiction
Recruitment, Onboarding & Workforce Planning
- Lead the end-to-end recruitment process across the company’s UAE and KSA operations — managing manpower planning, job advertising, candidate screening, interview coordination, offer management, and reference checks for all roles from frontline distribution staff to supervisory and management positions
- Manage the full employee onboarding programme — coordinating employment contract issuance, visa and medical arrangements, benefits enrolment, equipment allocation, and structured induction to ensure every new joiner integrates smoothly and productively into the company’s FMCG operations
- Lead Emiratization initiatives — understanding and implementing applicable Emiratization targets and requirements, supporting the identification and onboarding of UAE national talent, and maintaining accurate Emiratization reporting for regulatory authorities
- Manage employee exit processes — handling resignation and termination procedures, conducting exit interviews, coordinating visa cancellations, processing final settlements with accurate end-of-service benefit calculations, and ensuring all offboarding compliance requirements are met across UAE and KSA operations
Visa Processing, PRO Activities & Government Relations
- Manage all UAE visa and immigration processes for the company’s workforce — including new visa applications, visa renewals, visa cancellations, medical fitness tests, Emirates ID registration, and labour card management — coordinating efficiently with relevant UAE government authorities
- Handle all PRO (Public Relations Officer) activities — managing government authority submissions, coordinating documentation for Ministry of Human Resources and Emiratisation (MOHRE) requirements, and liaising with other relevant UAE federal and Dubai-level regulatory bodies
- Manage trade licence renewals and government compliance documentation — ensuring all company licences, registrations, and statutory submissions are renewed on schedule and without interruption to the company’s legal operating status in the UAE
- Administer GPSSA (General Pension and Social Security Authority) registrations, contributions, and compliance requirements for applicable UAE national employees — maintaining accurate records and submitting timely reports to GPSSA in accordance with UAE pension regulations
Employee Relations & HR Policy Compliance
- Handle employee relations matters across UAE and KSA operations — managing grievances, disciplinary investigations, performance improvement processes, and conflict resolution fairly, consistently, and in strict compliance with the applicable labour laws of each jurisdiction
- Maintain and update company HR policies, employment contracts, and standard operating procedures — ensuring all HR documentation is current, legally compliant, and aligned with UAE and KSA regulatory requirements as they evolve
- Administer employee insurance programmes — managing group medical insurance enrolments, renewals, additions, and deletions, and coordinating with insurance providers to ensure all employees have the correct coverage at all times
- Provide accurate, professional HR policy guidance to managers and employees across the UAE and KSA workforce — building line manager confidence in applying HR policies correctly and consistently in a diverse, fast-paced FMCG distribution environment
Qualifications & Requirements
Education
- Bachelor’s degree in Human Resources Management, Business Administration, or a closely related field from a recognised university — mandatory minimum educational qualification for this HR & Admin Supervisor role
Experience Requirements
- Minimum 5+ years of progressive HR and administration experience — with at least 2 years in a supervisory or HR management role — is required for this position
- UAE FMCG industry experience is mandatory — candidates without direct FMCG sector HR experience in the UAE will not be progressed to interview stage, as the operational pace and compliance complexity of the FMCG distribution environment require specific industry familiarity
