Position Overview
The Manager — Project Delivery is a pivotal senior role responsible for managing and executing assigned projects to ensure successful, on-time, on-budget, and on-quality delivery across the investment group’s diverse portfolio. Key Responsibilities
Project Management Strategy & Delivery
- Support the Section Head in developing and executing project management strategy and delivery activities — ensuring all projects are firmly aligned with the company’s broader strategic plan and investment objectives
- Oversee the full execution of project contract works — ensuring all contractors, consultants, and third-party parties fulfil their contractual obligations and strictly adhere to the defined project scope throughout delivery
- Manage approved project schedules with precision — monitoring critical path activities, ensuring timely delivery milestones are met, and proactively identifying and addressing potential delays before they impact the programme
- Take ownership of overall project performance — balancing scope, schedule, cost, and quality simultaneously across multiple projects within the investment group’s diverse portfolio
Cost Tracking, Reporting & Stakeholder Communication
- Track project costs, timelines, and overall progress with structured rigour — maintaining real-time visibility of budget utilisation, schedule adherence, and delivery quality across all assigned projects
- Provide regular, detailed status reports and project updates to key internal and external stakeholders — communicating project health, risks, issues, and mitigation actions clearly at both operational and executive levels
- Leverage Power BI for dashboard reporting and Primavera for schedule management to produce professional, data-driven project performance insights that support informed decision-making by senior management
- Ensure all project documentation, approvals, and correspondence are accurately maintained and filed — supporting governance, audit readiness, and contractual traceability throughout each project’s lifecycle
Regulatory Compliance & Permitting
- Obtain all necessary No Objection Certificates (NOCs) and project permits from relevant Dubai local authorities — ensuring full regulatory compliance and uninterrupted project execution across all jurisdictions involved
- Maintain awareness of applicable UAE construction regulations, building codes, and authority requirements — proactively managing compliance obligations to prevent regulatory delays or project disruptions
- Coordinate with authorities, utilities, and government entities as required throughout the project lifecycle — building and maintaining positive regulatory relationships that support smooth and timely approvals
- Flag and escalate any regulatory risks or compliance concerns to the Section Head promptly — ensuring no compliance issue is allowed to develop into a project stoppage or contractual liability
Internal Coordination & Cross-Functional Alignment
- Coordinate effectively with internal departments — including Commercial, Development, Procurement, and Contracts — to fully align project requirements, approvals, and delivery schedules across the organisation
- Serve as the central coordination point between consultants, contractors, and internal teams — ensuring all parties have clarity on expectations, deliverables, and timelines at every stage of the project
- Identify interdependencies and conflicts between project workstreams and resolve them proactively — maintaining momentum and preventing internal misalignment from becoming a project delivery risk
- Perform other assigned duties relevant to the project delivery function as directed by the Section Head — demonstrating flexibility and seniority in handling a broad range of project management challenges
Qualifications & Requirements
Educational Requirements
- Bachelor’s Degree in Civil Engineering or an equivalent technical discipline from a recognised institution — mandatory for this position
- Project Management Professional (PMP) certification is strongly preferred and will significantly strengthen a candidate’s application — non-certified candidates with equivalent demonstrated competency will also be considered
Experience Requirements
- Minimum 8 years of project management experience — including at least 4 years in a senior leadership or project lead role managing large-scale, multi-disciplinary projects and cross-functional teams
- At least 2 years of experience from a developer background is strongly preferred — bringing client-side project ownership perspective rather than only contractor-side execution experience
- Demonstrated track record of delivering complex, large-scale projects on time, within budget, and to the required quality standards in the UAE or GCC development market
Technical Skills & Requirements
- Proficiency in project management tools including Primavera P6 for programme scheduling, Power BI for dashboard reporting, and the full MS Office suite for project documentation and communication
- UAE Family Book is a mandatory requirement for this position — candidates without UAE family book should not apply
- Strong command of English — both written and verbal — for stakeholder reporting, contractual correspondence, and executive presentations
