Position Overview

The Master Planner at Egis Dubai is a technically skilled and multidisciplinary urban design role within one of the region’s most respected engineering and consulting firms. You will develop master planning layouts, land-use plans, and urban design drawings — coordinating closely with engineers, architects, landscape designers, and other disciplines — while supporting the preparation of MPLS (Master Plan Local Submission) and related authority submission documents for approval by Dubai Municipality, Abu Dhabi planning authorities, and other relevant UAE regulatory bodies.

This role spans the complete planning project lifecycle — from initial site analysis, zoning reviews, and concept development through to authority submissions, comment incorporation, and final plan approval. You will work across multiple concurrent projects under tight deadlines, supporting senior planners in delivering complex master planning mandates to the quality standard that Egis’s regional reputation and client relationships depend on. For an urban planner with UAE experience, strong software skills, and the organisational discipline to manage multi-project workloads with accuracy and professionalism, this is the career-defining opportunity in Dubai’s urban planning sector in 2026.

Why This Role Matters: Every major mixed-use development, residential community, and urban district in Dubai starts with a master plan — and the quality of that plan determines everything that follows: land use efficiency, connectivity, livability, and the ability to secure authority approval on schedule. As the Master Planner at Egis Dubai, your layouts, submissions, and authority coordination are the technical foundation on which entire development programmes are built. Getting that foundation right — precisely, compliantly, and on time — is what separates a successful development project from a delayed and costly one, and that is the professional value this role carries every day.

Key Responsibilities

Master Planning Layouts & Urban Design Drawings

  • Prepare master planning layouts, land-use plans, and urban design drawings — producing technically accurate, design-quality planning documents that reflect project objectives, client requirements, and applicable UAE planning regulations and development control standards
  • Develop drawings and technical packages using Revit and AutoCAD — maintaining documentation quality and version control standards appropriate for a major international engineering consultancy where planning documentation accuracy is both a technical and contractual requirement
  • Conduct site analysis, zoning reviews, and development control checks — systematically evaluating site constraints, planning policy context, authority development control requirements, and project objectives to inform planning layout decisions with sound technical and regulatory justification
  • Prepare high-quality presentations, diagrams, and reports using Adobe Creative Suite — producing clear, visually compelling communication materials that effectively convey planning concepts, design rationale, and project outcomes to both technical and non-technical client and stakeholder audiences

MPLS & UAE Authority Submission

  • Support the preparation of MPLS (Master Plan Local Submission) and all related authority submission documents — assembling technically complete, accurately formatted, and fully compliant submission packages that meet the specific requirements of the relevant UAE planning authority for each project
  • Assist in coordination and follow-up for planning approvals with UAE authorities — including Dubai Municipality, Abu Dhabi Department of Municipalities and Transport, and other relevant regulatory bodies — managing the submission tracking, communication, and response cycle professionally and on schedule
  • Incorporate authority comments and revise plans accordingly — applying a systematic approach to authority comment review, coordinating with the internal project team on required design responses, and producing revised submission documents that address all regulatory observations clearly and completely
  • Apply a solid technical understanding of Dubai and Abu Dhabi planning regulations and authority processes — bringing direct familiarity with the submission requirements, review procedures, and approval workflows of the UAE’s primary planning authorities to improve submission quality and approval timelines

Multidisciplinary Coordination & Team Collaboration

  • Collaborate closely with engineers, architects, landscape designers, and other disciplines within Egis’s multidisciplinary project teams — maintaining clear communication, coordinating design inputs across disciplines, and ensuring that master planning layouts accurately reflect and integrate the contributions of all relevant technical specialists
  • Support senior planners in project delivery from concept to approval stages — contributing reliable technical output, proactive progress tracking, and responsive coordination support that enables senior planners to focus on higher-level planning strategy and client management
  • Work effectively across multiple concurrent projects under tight deadlines — managing a varied project workload with strong organisational discipline, accurate prioritisation, and clear internal communication that prevents deadline conflicts and maintains output quality across all active assignments
  • Contribute to concept development, design reviews, and planning strategy discussions — bringing a technically grounded perspective to planning team conversations about site design, land use distribution, circulation hierarchy, and development phasing on complex master planning mandates

Qualifications & Requirements

Educational Requirements

  • Bachelor’s or Master’s degree in Urban Planning, Architecture, or a related field — from a recognised university; candidates with a relevant planning or design qualification and direct UAE master planning experience will be given strong priority consideration
  • Additional professional qualifications, planning institute membership, or GCC-specific urban planning certifications are advantageous and demonstrate a commitment to professional development in the UAE’s planning and urban design sector

Experience Requirements

  • 5–7 years of relevant master planning or urban design experience — with demonstrable involvement in preparing master planning layouts, land-use plans, and authority submission packages for real development projects in the UAE or GCC region
  • Some experience with UAE planning approvals in Dubai and/or Abu Dhabi — with direct familiarity with MPLS submission requirements, authority review processes, and the specific documentation standards expected by Dubai Municipality and Abu Dhabi planning authorities
  • Experience working in the UAE or GCC region — with an understanding of the regional planning context, regulatory environment, cultural considerations, and development typologies that characterise major master planning projects in the Gulf

Technical Skills

  • Strong working knowledge of Revit, AutoCAD, and Adobe Creative Suite — able to produce planning layouts, technical submissions, and presentation materials to a professional standard across all three platforms independently
  • Good technical understanding of MPLS and UAE planning documentation requirements — including the content, format, and level of detail required for authority submissions to the major UAE planning authorities
  • Strong organisational, communication, and time-management skills — able to manage multiple project workstreams accurately, communicate progress clearly to senior planners and project managers, and deliver consistently to agreed submission schedules
