Position Overview

The Chief Human Resources Officer (CHRO) at Legend Holding Group is the executive leader accountable for the complete people strategy of a diversified Dubai-based conglomerate operating across the Middle East and Africa. Reporting directly to the Chairman, the CHRO provides strategic leadership across all Human Resources functions — from talent acquisition, workforce planning, and succession planning through to performance management, HR governance, and organisational development — while maintaining executive oversight of all HR operations across the Group’s portfolio of businesses.

 Key Responsibilities

HR Strategy & Organisational Leadership

  • Develop and execute the Group Human Resources Strategy in full alignment with the Chairman’s vision and long-term business objectives
  • Act as the strategic HR advisor to the Chairman and Executive Leadership across all Group businesses
  • Lead organisational transformation, culture, and workforce initiatives across the diversified portfolio
  • Establish HR governance, policies, and best practices across all Group companies
  • Drive continuous improvement and HR digital transformation at enterprise level

Talent Acquisition & Workforce Planning

  • Develop and own the Group Talent Acquisition strategy across all business verticals
  • Lead executive hiring and strategic workforce planning to ensure the right capabilities are in place
  • Build leadership pipelines and succession-ready talent pools for critical and executive positions
  • Strengthen employer branding and recruitment excellence across the Group

Talent Management & Succession Planning

  • Develop integrated Talent Management strategies and establish succession planning for executive and critical roles
  • Identify and develop high-potential employees through structured talent review and governance
  • Create leadership development and career progression frameworks that build long-term organisational capability

Performance Management & Organisational Development

  • Lead the Group Performance Management Framework, developing KPI governance aligned with corporate strategy
  • Ensure effective performance reviews and full accountability across all business units and entities
  • Drive high-performance culture, organisational design, change management, and competency framework development throughout the Group

HR Governance, Compliance & Executive Operations

  • Develop and maintain Group HR policies, procedures, and governance frameworks ensuring compliance with applicable labour laws
  • Maintain executive accountability for all HR functions including Recruitment, Compensation & Benefits, Payroll Governance, HR Information Systems, Employee Engagement, HR Compliance, and Industrial Relations
  • Establish HR KPIs and governance standards, and partner with Executive Leadership to achieve business objectives

Qualifications & Requirements

Educational Requirements

  • Bachelor’s Degree in Human Resources, Business Administration, Organisational Development, Psychology, or a related discipline
  • Master’s Degree or MBA is preferred for this C-suite executive role
  • Professional certifications such as CIPD Level 7, SHRM-SCP, SPHR, HRCI, or equivalent are highly desirable

Experience Requirements

  • 18+ years of progressive Human Resources leadership experience, demonstrating a clear trajectory to C-suite
  • Minimum 8 years in a senior executive HR leadership role within a diversified group, conglomerate, or multinational organisation
  • Demonstrated success in HR transformation, organisational development, talent management, executive recruitment, succession planning, and performance management
