The Traffic Management Specialist arranges the shipment of Pre-positioned Global Prepositioned Material Services (GPMS) cargo to various worldwide destinations via air, land, and sea, based in the United Arab Emirates. The incumbent must comply with all applicable International and Federal Transportation Laws, Regulations, Tariffs, and Department of Defense (DOD) guidance, working across a wide range of logistics and cargo tracking systems to ensure In-transit Visibility (ITV) within the Defense Transportation System (DTS).

Position Overview
This Traffic Management Specialist role involves inspecting, accepting documentation, preparing, and processing all outbound/inbound cargo offered for transportation in the Defense Transportation System (DTS). You will verify transportation control numbers, classify freight, prepare shipping documents, inspect hazardous materials for proper packaging and certification, process export traffic release requests, perform host country customs clearances, and operate systems like GATES and ICODES to process and manifest cargo for military and commercial aircraft.

Key Responsibilities
Cargo Documentation & Processing
- Inspects, accepts documentation, prepares, and processes all outbound/inbound cargo in the DTS
- Verifies nomenclatures, quantity, TCN, TAC, consignor/consignee codes, and hazardous/classified materials data
- Prepares shipping documents, assigns Transportation Control Numbers, and produces labels and manifests
- Inputs transportation data into CMOS, GATES, or IBS using automated computer systems
Hazardous Materials & Compliance
- Inspects Hazardous Materials to ensure proper packaging, marking, labeling, and certification
- Ensures compliance with AFMAN 24-604, 49 CFR, IATA, and IMDG Dangerous Goods Regulations
- Inspects, accepts, and inventories incoming freight and containers, completing DD Form 361 as needed
- Performs host country customs clearances, liaising with military and host country ministries
Container & Warehouse Operations
- Loads/unloads 463L pallets, equipment, vehicles, and ISO containers from trucks
- Assists with pallet, net, and WPM inventory, inspections, and reporting
- Completes monthly container inventory and reports lost/damaged containers within 12 hours
- Receives/ships containers in JCM within 12 hours of receipt or departure
Aircraft Cargo & Load Planning
- Operates GATES and ICODES to process, manifest, and develop load plans for military and commercial aircraft
- Prepares Preload Plans and Hazardous Materials Diplomatic Clearances (HAZDIP)
- Computes weight and balance, certifying weight distribution of aircraft cargo
- Loads, unloads, and services aircraft, ensuring cargo loads are secure and tied down
Qualifications & Requirements
Required Qualifications
- High School diploma or equivalent required
- Minimum of three years of experience in Traffic Management (TMO)/Air Freight operations, or an associate degree in a related field
- Proficient in Windows Operating System and Microsoft Office (PowerPoint, Excel, Word)
- Current HAZMAT Certification per AFMAN 24-604, or ability to obtain upon acceptance
- Valid home country driver’s license and ability to obtain host nation driver’s license
- Physically capable of lifting/pushing/pulling a minimum of 50 lbs, and able to travel domestically and internationally
Preferred Qualifications
- Experience in aircraft cargo loading/unloading and cargo tie-down restraint procedures
- Familiarity and certification in AMC Airlift Load Planning, or equivalent, and Joint Inspection process

This Traffic Management Specialist role operates within a normal office and maintenance shop or warehouse environment, with outdoor work required for extended periods at times.
