Position Overview
This Commissioning Manager role leads and manages the commissioning function across assigned projects, developing comprehensive commissioning strategies, plans, and acceptance criteria. You will coordinate commissioning activities from design through construction, testing, and closeout, review designs for operational readiness, develop detailed commissioning schedules integrated into the master project plan, verify installation completion and pre-commissioning readiness, coordinate functional performance testing and FAT/SAT, manage deficiency registers and corrective actions, and oversee integrated systems testing across mechanical, electrical, controls, fire and life safety, and BMS systems.

Key Responsibilities
Commissioning Strategy & Planning
- Develop and implement comprehensive commissioning strategies, plans, procedures, schedules, and acceptance criteria
- Establish commissioning milestones aligned with the overall project schedule
- Coordinate commissioning activities with Project Management, Construction, Engineering, Quality, HSE, Operations, and clients
Design Review & Commissioning Requirements
- Review designs for commissioning requirements and operational readiness
- Identify commissioning risks during design development and participate in design reviews
- Develop commissioning specifications and review equipment/system submittals
Pre-Commissioning & Installation Verification
- Establish pre-commissioning readiness criteria and verify installation completion
- Coordinate pre-functional checklists, flushing, cleaning, pressure testing, and calibration
- Ensure equipment is properly energized, connected, and ready for functional testing
Functional & Integrated Systems Testing
- Coordinate functional performance testing and develop test scripts and procedures
- Witness equipment and system testing, recording results and identifying deficiencies
- Coordinate integrated systems testing across mechanical, electrical, fire/life safety, security, and BMS
- Conduct emergency and failure-mode testing, including standby/backup system verification
System-Specific Commissioning
- Coordinate HVAC commissioning: chillers, boilers, pumps, air-handling units, and controls
- Coordinate electrical commissioning: switchgear, transformers, distribution, and protection systems
- Coordinate low-voltage and building systems: fire alarm, suppression, access control, CCTV, and BMS
Issue Management & Handover
- Manage commissioning issue logs and deficiency registers, tracking defects through closure
- Escalate unresolved technical or schedule-critical deficiencies
- Ensure handover documentation, O&M manuals, and training are completed
Qualifications & Requirements
Educational Requirements
- Relevant degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, Civil Engineering, Construction Management, or a related discipline
- Professional engineering or commissioning certifications are advantageous
Experience Requirements
- Previous experience in commissioning management, engineering, MEP, construction, facilities, or industrial projects
- Proven experience managing commissioning activities from pre-commissioning through final handover
- Experience commissioning HVAC, electrical, plumbing, fire and life-safety, controls, or BMS systems
Technical Skills
- Strong understanding of mechanical and electrical systems and integrated systems testing
- Experience with FAT, SAT, functional testing, performance testing, and system acceptance
- Ability to interpret engineering drawings, specifications, schematics, and control sequences
- Familiarity with Primavera P6, Microsoft Project, AutoCAD, BIM, or similar tools is advantageous
Essential Skills
- Strong project-management, scheduling, and technical-reporting capabilities
- Excellent communication, stakeholder-management, and leadership skills
- Ability to work independently and effectively within a fully remote environment
- Knowledge of UAE/GCC construction, engineering, and commissioning requirements is highly desirable
- Arabic language proficiency is advantageous
