Position Overview
As Senior Engineer — Mechanical at AECOM Dubai, you will take a leading role in the construction supervision, quality control, testing, commissioning, and handover of electromechanical systems on complex UAE infrastructure projects. Your expertise will span the full project lifecycle — from reviewing shop drawings, method statements, ITPs, and material submittals to witnessing Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) for pumps, switchgear, control panels, SCADA systems, and ITS devices. You will coordinate with DEWA, Dubai Civil Defence, and other authorities, ensure seamless integration of electrical and mechanical systems with civil works, manage non-conformances, and lead commissioning activities through to final system handover. This is a senior-level, high-responsibility engineering role for a proven electromechanical infrastructure professional who brings deep technical knowledge, strong coordination skills, and a proven track record on STP, sewerage, and stormwater projects in the UAE.

Key Responsibilities
Construction Supervision & Quality Control
- Supervise and inspect electromechanical works on-site — including electrical, mechanical, control, and instrumentation systems — ensuring compliance with project specifications and applicable standards
- Review and comment on shop drawings, method statements, material submittals, Inspection and Test Plans (ITPs), and as-built drawings for all electromechanical components
- Witness Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) for key equipment including pumps, switchgear, control panels, SCADA systems, traffic signals, and ITS devices
- Ensure all works comply with relevant standards including DEWA, Dubai Civil Defence, NFPA, IEC, and all other applicable UAE codes and project-specific technical requirements
- Identify and formally report non-conformances, follow up on corrective actions, and ensure full resolution prior to system handover and final acceptance
Coordination, Interface Management & Authority Liaison
- Liaise with DEWA, Dubai Civil Defence, Etisalat, DU, and other relevant authorities for inspections, approvals, and No Objection Certificates (NOCs) throughout the project lifecycle
- Coordinate with the Contractor’s electromechanical team and other discipline engineers to resolve technical and interface issues that could impact programme or quality
- Ensure seamless integration of electrical and mechanical systems with civil works and all other project disciplines — proactively managing interface risks from design through to commissioning
- Build and maintain effective working relationships with all project stakeholders to facilitate smooth coordination, timely decision-making, and collaborative problem resolution
Testing, Commissioning & System Handover
- Oversee all pre-commissioning and commissioning activities, ensuring they are conducted in strict accordance with approved procedures and project performance requirements
- Review and verify Operation and Maintenance (O&M) manuals, training materials, and spare parts lists submitted by the Contractor prior to system handover
- Assist in punch list preparation, system performance verification, and final handover of all electromechanical systems to the Client to the agreed quality and completeness standard
- Ensure that all commissioning documentation, test records, and acceptance certificates are properly prepared, verified, and archived for project records and Client handover packages
Documentation, Reporting & Technical Problem-Solving
- Maintain accurate, comprehensive records of inspections, test results, commissioning activities, equipment deliveries, and site observations throughout the project
- Prepare daily and weekly progress reports on electromechanical works — covering work progress, key issues, risks, milestones achieved, and upcoming critical activities
- Support claims review and variation order assessments related to electromechanical works, providing technical input and site records to support commercial resolution
- Provide technical support to site inspectors and junior engineers — proactively identifying and resolving technical problems to avoid delays, cost overruns, and quality failures
Qualifications & Requirements
Required Qualifications
- Bachelor’s degree in Mechanical Engineering or a closely related engineering discipline — required for this Senior Engineer role on major UAE infrastructure projects
- Minimum 10 years of professional experience in electromechanical engineering, with at least 5 years in a supervisory or senior engineering capacity on major infrastructure projects
- Proven, hands-on experience on Sewage Treatment Plant (STP), sewerage line, and stormwater infrastructure projects in the UAE or a comparable regulatory environment
- Strong working knowledge of electrical, mechanical, control, and instrumentation systems integration on complex infrastructure projects under UAE regulatory frameworks
- Solid familiarity with DEWA, Dubai Civil Defence, NFPA, and IEC standards — and demonstrated experience applying these in a live construction supervision context
- Direct experience witnessing FAT and SAT activities for industrial equipment including pumps, switchgear, control panels, and related electromechanical systems
Preferred Qualifications
- Professional Engineer (PE) licensure or equivalent recognized engineering certification in Mechanical Engineering is strongly preferred for this senior role
- Experience with SCADA systems, traffic signal systems, and Intelligent Transportation Systems (ITS) — particularly in a UAE infrastructure project context
- Prior experience working with UAE government authorities to obtain NOCs (No Objection Certificates) and manage regulatory approval processes efficiently
- Proficiency in project management software, MS Office applications, and professional technical documentation standards aligned with UAE infrastructure delivery requirements
