 Role Scope — Plant Safety Leadership, Dubai

Function: Senior HSE Supervision across assigned plant operations — safety programs, policies, and procedures

High-Risk Areas: Process Safety Management (PSM) for gas systems and hazardous materials handling

Documentation: Hazardous area classification, fire and safety layouts, escape routes, traffic management plans

Key Responsibilities

Safety Policy Implementation & Compliance

  • Ensure compliance with OSHA standards, ISO 45001, and applicable local UAE regulations — monitoring adherence across plant operations and conducting regular audits, inspections, and compliance reviews with actionable corrective measures.

Process Safety Management

  • Oversee Process Safety Management (PSM) for all high-risk areas including gas systems and hazardous materials — ensuring all safety-critical controls are in place, understood, and consistently followed by all plant personnel.
  • Conduct comprehensive Process Hazard Analysis (PHA) to systematically identify, evaluate, and control process-related hazards before they can result in incidents or near misses.
  • Collaborate with engineering and operations teams to strengthen safety controls, effectively mitigate identified risks, and continuously improve the plant’s process safety performance.

Safety Documentation Development

  • Develop and maintain key safety documentation including hazardous area classification maps, fire and safety layouts, emergency escape routes, and traffic management plans for the plant site.
  • Ensure all safety documentation is current, accessible, and regularly reviewed — particularly following operational changes, incidents, or audit findings.
  • Support the development and review of safety-critical procedures, emergency response plans, and permit-to-work systems across plant operations.

Incident Investigation & Root Cause Analysis

  • Lead thorough incident investigations across all plant areas — identifying root causes systematically using recognized methodologies including FMEA (Failure Mode and Effects Analysis) and Bowtie analysis.
  • Implement effective preventive measures based on investigation findings and ensure that lessons learned are shared across the organization to prevent recurrence of similar incidents.
  • Maintain comprehensive incident records and track the implementation of corrective and preventive actions to full closure within agreed timelines.

Safety Analytics & Performance Management

  • Leverage data analytics to systematically track safety performance metrics — including incident rates, near miss frequency, and workplace exposure trends — to generate meaningful insights for proactive risk management.
  • Develop and maintain safety performance dashboards that provide real-time visibility of key safety KPIs to operational and senior management teams.
  • Apply predictive safety insights to identify emerging risk trends before they result in incidents — enabling proactive interventions that continuously strengthen the safety culture across plant operations.

 Qualifications & Requirements

Educational Requirement

  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a closely related discipline — required
  • Professional membership in a recognized HSE body (e.g., IOSH, NEBOSH, or equivalent) is strongly preferred by the hiring organization

Certifications

  • ADOSH (Abu Dhabi Occupational Safety and Health) certification — significant advantage for UAE-based plant operations
