Position Overview
This Stakeholder Coordination Engineer role is one of the most strategically important positions within Nova International General Contracting’s Abu Dhabi operations. Reporting directly to senior project leadership, you will serve as the company’s primary interface with Abu Dhabi government authorities, statutory bodies, and utility providers — including DMT, Abu Dhabi Municipality, Civil Defence, ADDC, ADSSC, DoE, EAD, and DoT. Your work will directly protect project programme milestones, ensure timely approvals and NOC closures, maintain full regulatory compliance, and prevent costly delays on complex, high-value building and infrastructure developments. This role demands 15 to 20 years of deep authority liaison experience, strong senior-level stakeholder relationships, and an expert understanding of Abu Dhabi’s regulatory submission landscape.

Key Responsibilities
Authority Liaison & Government Stakeholder Management
- Serve as Nova International’s primary point of contact with all Abu Dhabi government entities and statutory authorities on every active project
- Manage ongoing relationships with DMT, Abu Dhabi Municipality, Civil Defence, ADDC, ADSSC, DoE, EAD, and DoT at a senior professional level
- Attend authority coordination meetings regularly, actively follow up on all outstanding actions, and ensure every commitment is delivered on time
- Resolve complex authority-related issues and technical disputes that could otherwise impact critical project progress or programme milestones
Permits, NOCs & Design Approvals Management
- Manage the full lifecycle of permit submissions, tracking, and formal closure across all active building and infrastructure projects in Abu Dhabi
- Ensure all required NOCs and design approvals are secured well ahead of construction works commencing on each project phase
- Coordinate design review comments from authorities and ensure full compliance with authority technical standards before resubmission
- Proactively monitor all approval timelines, identify emerging risks early, and escalate any critical delays to senior project management immediately
Regulatory Compliance & Code Adherence
- Ensure full and ongoing compliance with Abu Dhabi building codes, planning regulations, and applicable UAE construction standards across all projects
- Thoroughly review engineering drawings and technical documents prior to every authority submission to catch compliance gaps in advance
- Track all regulatory changes and legislative updates affecting Abu Dhabi construction projects and communicate them promptly to project teams
- Ensure all environmental compliance requirements and infrastructure standards are met throughout the full project development lifecycle
Internal Coordination & Cross-Functional Collaboration
- Collaborate closely with Project Directors, Design Managers, Planning Teams, Construction Managers, HSE, and QA/QC departments daily
- Provide expert guidance to all internal teams on Abu Dhabi authority processes, submission requirements, and regulatory expectations
- Support tender and pre-construction teams with critical feasibility insights and authority requirement analysis for upcoming project bids
- Act as a knowledgeable internal advisor, ensuring all teams understand and proactively plan for Abu Dhabi’s regulatory requirements from day one
Reporting, Documentation & Submission Tracking
- Maintain a comprehensive and fully up-to-date tracker covering all authority submissions, approval statuses, and NOC closure records
- Prepare regular, detailed status reports for senior management on all outstanding authority approvals and programme risk items
- Maintain meticulous documentation of all authority correspondence, meeting minutes, and regulatory communications across every project
- Support contractual communications related to authority approval timelines, delays, and their impact on project schedules and costs
Qualifications & Requirements
Educational Requirements
- Bachelor’s Degree in Civil Engineering, Architectural Engineering, or a closely related construction or engineering discipline
- Master’s degree in a relevant engineering or management discipline is preferred but not mandatory for this senior role
Experience Requirements
- 15 to 20 years of dedicated authority liaison and stakeholder coordination experience in Abu Dhabi construction environments
- Strong and demonstrable background working with Tier 1 or Tier 2 contractors on major Abu Dhabi building or infrastructure projects
- Proven track record of successfully securing complex and multi-authority approvals on large-scale mixed-use or infrastructure developments
- Demonstrated success in resolving difficult authority issues under programme pressure and protecting project delivery milestones effectively
- Expert-level knowledge of Abu Dhabi’s full regulatory framework, submission portals, and NOC processes across all key government bodies
Technical Knowledge
- In-depth knowledge of Abu Dhabi Municipality and DMT processes, procedures, and technical submission requirements
- Strong understanding of utility coordination procedures, infrastructure NOC processes, and building permit approval workflows in Abu Dhabi
- Solid knowledge of environmental permitting procedures and applicable UAE environmental compliance requirements for construction projects
- Hands-on familiarity with Abu Dhabi’s e-submission systems and online regulatory portals used for authority approvals and tracking
