Position Overview

This Assets Engineer (O&M) role at Parsons in the Al Dhafrah Region of Abu Dhabi covers the full scope of infrastructure asset management and operations & maintenance support — from maintaining and updating asset registers in the Osool system, conducting field inspections and condition assessments, coordinating with O&M teams and stakeholders, supporting preventive and corrective maintenance planning, through to monitoring O&M works progress, managing audit-ready records, and preparing technical documentation and progress reports for Abu Dhabi authorities and clients.

Key Responsibilities

Asset Register Management & Osool System

  • Maintain and update asset registers in Osool, including asset tagging, coding, and classification
  • Ensure new and updated assets are captured and integrated into the asset management system promptly
  • Maintain audit-ready records and documentation to the highest standard of accuracy and completeness
  • Coordinate with O&M teams to ensure asset data is current and compliant with applicable asset management standards

Field Inspections & Condition Assessment

  • Conduct field inspections to validate asset condition across bridges, underpasses, and road infrastructure
  • Prepare comprehensive condition assessment and lifecycle assessment reports for all inspected assets
  • Support assessments and evaluations for existing structures and road assets across the Al Dhafrah region
  • Comply fully with all HSE requirements during all field inspection and site assessment activities

O&M Planning & Maintenance Coordination

  • Support preventive and corrective maintenance planning across the infrastructure asset portfolio
  • Contribute to annual asset health and replacement forecasting to support long-term infrastructure investment planning
  • Monitor progress of O&M-related works and projects and follow up on outstanding closures
  • Report issues impacting quality or timelines to project management in a timely and professional manner

Stakeholder Coordination & Reporting

  • Coordinate with stakeholders and Abu Dhabi authorities as required throughout asset management activities
  • Attend stakeholder meetings and prepare progress reports and technical documentation to required standards
  • Liaise with UAE Municipality departments and Abu Dhabi authority contacts familiar with local O&M processes
  • Provide clear and professional written and verbal communication to client representatives and internal project teams

Qualifications & Requirements

Educational Requirements

  • Bachelor’s degree in Civil Engineering or an equivalent engineering discipline (REQUIRED)
  • Abu Dhabi practicing engineers registration is preferred — a strong advantage for this role
  • Chartered Engineer or Professional Engineer registration (or similar) is a desirable advantage

Experience Requirements

  • Minimum 12 years of O&M experience including maintenance and construction of structures (bridges/underpasses) and roads in the UAE
  • Demonstrable supervision and engineering support experience on major bridges, roads, and general infrastructure projects in the UAE or Gulf
  • Familiarity with UAE Municipality departments’ operations and processes — preferably in Abu Dhabi

Essential Technical Skills

  • Strong knowledge of quality assurance specifications and statistical quality control principles for infrastructure assets
  • Strong computer literacy for asset systems, records management, and reporting — including Osool or equivalent asset management platforms
  • Ability to use project-specific engineering software and CAD tools
  • Familiarity with CAD and common engineering software with proven ability to perform in a supervisory capacity
  • Strong written and verbal communication skills in English for reports, documentation, and stakeholder engagement
  • Strong knowledge of engineering and construction processes and industry practices for UAE infrastructure
