Position Overview
This Chief Engineer role leads planning, oversight, and compliance of Dubai Metro Alstom rolling stock maintenance and delivery programs, ensuring safety, performance, and integration with RTA standards. You will develop maintenance strategies with KPIs, provide technical expertise in tender evaluations, monitor maintenance contracts for quality and compliance, lead Factory and Site Acceptance Testing, analyze performance data, manage spare parts and asset lifecycle, and continuously improve maintenance specifications and processes in line with evolving technical requirements.

Key Responsibilities
Strategy & Governance
- Develop Alstom rolling stock maintenance strategies with KPIs and optimization initiatives
- Support preparation of functional requirements and technical specifications for procurements
- Provide technical expertise in tender evaluations and apply value engineering principles
- Supervise all technical systems related to Alstom rolling stock and mass transit maintenance
- Maintain risk register, oversee hazard mitigation, and verify safety cases
Operations & Maintenance Management
- Monitor Alstom rolling stock maintenance contracts for quality, compliance, and timely execution
- Review contractor submissions for subsystems including HVAC, propulsion, brakes, TCMS, and doors
- Coordinate cross-functional interfaces across signaling, SCADA, power, depot, and communications
- Lead Factory and Site Acceptance Testing, commissioning, and quality assurance activities
- Analyze performance data and maintenance reports, preparing assessments for management
Asset & Spare Parts Management
- Oversee preventive and corrective maintenance programs for workshop equipment
- Manage spare parts availability, ensuring supplier compliance with Authority policies
- Coordinate scrapping and replacement of railway and mass transit assets
- Facilitate accurate registration and financial valuation of railway assets
Product & Process Improvement
- Review and update maintenance specifications, manuals, and standards
- Use the Maintenance Management System to identify root causes of faults
- Propose modifications to maintenance plans and validate engineering changes
- Review, audit, and approve maintenance-related requests and improvement procedures
Field & Compliance Activities
- Conduct field inspections during handover, testing, commissioning, and quality audits
- Ensure snag identification, tracking, and closure during the Defect Liability Period (DLP)
- Coordinate with Contracts, Procurement, and Finance for financial disbursements
Qualifications & Requirements
Educational Requirements
- Bachelor’s degree in Mechanical Engineering, Electrical Engineering, or Rail Systems Engineering
- Master’s degree in Transportation Engineering or Maintenance Management preferred
Experience Requirements
- 6+ years of relevant experience for candidates holding a Master’s degree
- 8+ years of relevant experience for candidates holding a Bachelor’s degree
- Proven experience in rolling stock, rail systems, or mass transit maintenance
Technical Expertise
- Strong knowledge of rolling stock subsystems: HVAC, propulsion, brakes, TCMS, doors
- Experience with Factory and Site Acceptance Testing, commissioning, and quality assurance
- Familiarity with Maintenance Management Systems and root-cause fault analysis
- Understanding of RTA standards, safety cases, and asset lifecycle management
