 Position Overview

The HSEQ Officer at Enova Abu Dhabi is a critical field-based role that bridges the gap between site operations and the central HSEQ department. You will be the primary HSEQ point of contact across assigned project sites — conducting inspections, supporting risk assessments, investigating incidents, managing Permit to Work compliance, delivering staff inductions, and ensuring all subcontractor activities meet Enova’s stringent HSEQ requirements.

 Key Accountabilities & Responsibilities

IMS Compliance & Standards Implementation

  • Ensure compliance with all relevant IMS procedures, standards, customer requirements, and guidelines across Enova projects — guaranteeing employee health and safety, quality, environmental compliance, and energy management certification requirements are consistently met.
  • Support the implementation of Enova’s company accreditation systems covering ISO 9001, 14001, 27001, 41001, 45001, 50001 — ensuring all required documents and systems are in place and operating at the desired efficiency.
  • Assist in the implementation and maintenance of Enova’s HSEEQ system — keeping line management informed about issues and recommending improvements to system performance.
  • Follow all relevant departmental policies, processes, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner at all times.

Site Inspections & Risk Assessments

  • Perform comprehensive inspections of all work sites and projects in the assigned area of operation — ensuring compliance with relevant standards, customer requirements, and Enova guidelines, and identifying non-compliance, unsafe practices, and hazardous conditions.
  • Assist the line manager in implementing hazard identification techniques and other analyses to assess HSEQ risks — identifying and preventing non-compliances that could lead to significant losses, injuries, or regulatory penalties.
  • Ensure all identified risks are promptly controlled in a safe and sustainable manner — taking appropriate action and escalating to the HSEQ line manager where necessary.
  • Raise Stop Work Cards and non-conformity reports immediately in cases of any non-compliance against Risk Assessment and Method Statement requirements on site.

Permit to Work & Subcontractor Management

  • Ensure all activities on site are conducted in compliance with the Permit to Work (PTW) system issued — monitoring compliance throughout each activity and stopping work where PTW conditions are not met.
  • Coordinate, manage, and inspect the HSEQ activities of subcontractors — reviewing all documentation prior to the start of activities, ensuring compliance with HSEQ standards at the commencement of each task, and stopping work if necessary.
  • Ensure Subcontractor Risk Assessments are reviewed and appropriate for each given task before work begins — supporting improvements in site-specific risk assessments as required.
  • Ensure client HSEQ requirements are clearly identified and that the level of compliance is maintained on-site at all times — coordinating with clients on their specific HSEQ requirements, standards, and guidelines.

Incident Investigation & Reporting

  • Investigate all incidents, injuries, and accidents in the assigned area of operations under the guidance of the HSE line manager — following up on agreed action plans to ensure timely resolution and prevention of recurrence.
  • Prepare and submit monthly HSEQ performance reports per site — including all required HSEQ data, incident statistics, and compliance metrics.
  • Communicate system updates, incident and accident updates, and HSEQ weekly communications to all staff across assigned project sites.
  • Ensure all records are properly documented on-site and available upon demand during internal and external audits and inspections.

Training, Inductions & Awareness

  • Ensure first day site inductions and refresher training are provided to all employees on-site — covering IMS policies, safety procedures, emergency response, and site-specific hazards.
  • Assist in the provision of training and awareness programs on IMS policies, procedures, and guidelines — preparing relevant training materials to ensure consistent standards awareness across all project teams.
  • Ensure all third-party training records are maintained on-site as per local regulations and company best practices — including First Aid, Fire Fighting, MEWP licenses, scaffold inspector qualifications, and other mandatory certifications.
  • Keep abreast of all IMS-related policies, procedures, standards, checklists, and guidelines — proactively creating awareness of these standards across the company to continuously improve compliance.

 Qualifications, Experience & Skills

Education & Certifications

  • Diploma in HSEQ or equivalent — required as minimum educational qualification
  • ADOSH (Abu Dhabi Occupational Safety and Health) Certification — Mandatory; applications without valid ADOSH certification cannot be considered
  • NEBOSH IGC (International General Certificate in Occupational Health & Safety) — preferred and will be given strong preference in candidate selection
  • Knowledge of QMS auditing and ISO standards (9001, 14001, 45001) — working knowledge required for this role

Work Experience

  • Minimum 3 to 5 years of experience within an HSEQ working environment — covering site inspections, incident investigation, risk assessment, and IMS implementation
  • Demonstrated experience in investigating injuries and accidents — root cause analysis, action plan development, and closure tracking
  • Proven experience conducting area safety inspections and managing Permit to Work compliance in a multi-site operations environment
  • Experience working within the facility management, energy management, or construction/engineering sectors in the UAE or GCC is a significant advantage

Additional Requirements

  • Valid UAE Driving License — Mandatory; this is a field-based multi-site role requiring regular travel between Enova project sites across Abu Dhabi
  • Strong ability to develop effective working relationships with site management, clients, authorities, and subcontractor teams across diverse nationalities and organizational levels
