Position Overview
The Senior Quality & Safety Officer in Dubai is a comprehensive and senior food safety compliance role with full responsibility for ensuring adherence to Dubai Municipality regulations, HACCP standards, and UAE food safety laws across all food preparation, receiving, storage, and dispatch operations. You will conduct regular hygiene inspections and audits, train food handlers on food safety protocols, prepare inspection reports and corrective action plans, investigate food safety complaints and contamination risks, monitor cold chain management and storage temperatures, verify FIFO compliance, and ensure all food safety documentation is accurate and audit-ready at all times.

Key Responsibilities
Food Safety & Regulatory Compliance
- Ensure full compliance with Dubai Municipality food safety regulations, HACCP standards, and the UAE Food Code across all food production, preparation, and service operations
- Conduct regular hygiene inspections and comprehensive audits of all food preparation, receiving, and storage areas — documenting findings and tracking corrective actions to completion
- Monitor food handling, cooking, cooling, and storage procedures continuously to ensure full adherence to food safety specifications and temperature control requirements
- Ensure the accurate maintenance and documentation of all food safety records, compliance logs, and regulatory audit files at all times
Training & Food Safety Awareness
- Conduct comprehensive food safety and hygiene training sessions for all food handlers — covering UAE food safety regulations, personal hygiene, safe handling practices, and emergency procedures
- Train all new employees on food safety policies, standard operating procedures (SOPs), and Dubai Municipality compliance requirements before they engage in any food-related operational activities
- Promote and actively champion a strong, positive food safety culture across all departments — making food safety awareness an embedded part of every team member’s daily operational mindset
- Develop and update food safety training materials to reflect the latest Dubai Municipality guidelines, UAE Food Code updates, and industry best practices
Monitoring, Inspection & Corrective Actions
- Inspect all processing and non-processing areas, and every operational process — from raw material receipt and packaging inspection through to finished goods dispatch and cold chain verification
- Prepare comprehensive inspection reports and detailed corrective action plans for all identified food safety, hygiene, or quality non-conformances across operations
- Investigate food safety and quality complaints, incidents, or contamination risks thoroughly — identifying root causes and ensuring effective corrective actions are implemented and sustained
- Follow up on all corrective actions to verify successful implementation and prevent recurrence — maintaining a complete corrective action tracking record for audit purposes
Supplier Control, Cold Chain & Storage Management
- Ensure all raw material receiving procedures meet established food safety standards — verifying supplier compliance, delivery documentation, temperature records, and product condition on receipt
- Monitor cold chain management and storage temperatures across all refrigerated and frozen storage areas — ensuring continuous compliance with temperature specifications and food safety requirements
- Verify labeling accuracy, shelf life compliance, and FIFO (First In First Out) stock rotation practices across all food storage areas and product categories
- Report and escalate any supplier quality issues, cold chain deviations, or storage non-conformances promptly to management for immediate corrective action
Qualifications & Requirements
Educational Requirements
- Degree in Food Science, Food Technology, Microbiology, Environmental Health, or a closely related field from a recognized institution
- Additional professional certifications in food safety auditing, HACCP, Dubai Municipality food safety, or UAE food regulatory compliance are a significant and valued advantage
Experience Requirements
- Minimum 3 years of experience in a similar food safety or quality officer role within the hospitality, F&B, or food production industry
- Strong, current knowledge of the UAE Food Code and Dubai Municipality food safety regulations — this is a non-negotiable requirement for this senior-level compliance role
- Demonstrated experience conducting food safety audits, managing HACCP systems, training food handlers, and implementing corrective action plans in a food service or production environment
